This position is located with the Department of Interior (DOI), Office of the Secretary (OS), Office of Aviation Services (OAS), Division of Technical Services (DTS) in Boise, Idaho.
The DTS provides DOI and other government agencies (Interagency) expert level aviation service. Incumbent will serve as the National Aviation Maintenance Technical Specialist who will provide the following services: technical documents, verbal and written communication, instruction, inspection, evaluation, surveillance, guidance, leadership, representation, recommendation, advice, and expert aircraft maintenance.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
- Manages OAS's Maintenance Inspector Standardization Program. Plans and coordinates with other government agencies, develops agendas, and leads interagency maintenance inspector workshops.
- Leads and/or serves as a member of formal source selection committees or technical proposal evaluation committees. Initiates, evaluates, and updates Operational Procedural Memorandums (OPM) and Departmental Manual chapters which relate to aviation.
- Functions as a subject matter expert (SME) and advisor to management, teammates, internal OAS personnel, Bureaus, vendors, contracting officers, and other government agencies, on a wide range of aviation subjects.
- Performs extremely varied and complex assignments in support of bureau and other agency aviation programs.
- Works independently or within a team, leads or conducts surveillance and inspections of diverse types of fixed and rotary-wing aircraft and ancillary equipment to ensure maintenance and safety compliance with contract requirements, as well as OAS policy, Federal Aviation Regulations, Federal Acquisition Regulations, and other Federal regulations.
- Identifies and resolves technical problems related to safety and adequacy of operations, operation policy/procedures, qualifications and proficiency of pilots, training deficiencies, suitability of aircraft for missions performed, efficient utilization of equipment, technical condition of aircraft and special equipment, and proper upkeep of flight logs and maintenance records.
The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 3820, is the exclusive representative of all employees in this bargaining unit.

Salary Information: GS-13: $98, 496 - $128, 043 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
