Role Purpose:

Role Overview

Required Qualifications
15+ years of enterprise architecture or consulting experience
Hands-on technical consulting, solution implementation experience, deep expertise in the Salesforce platform, and coding experience in object-oriented languages.

Expert level understanding of the Salesforce product suite, including (Sales Cloud, Service Cloud, Marketing Cloud, Experience Cloud, Industry Clouds, etc.) APIs, Apex/Visualforce, Lightning, mobile development technologies, and integration/ETL technologies, and related ISV technologies.
Strong background in design/development of large web-based systems, or complete software product lifecycle exposure

Requirements:

• Bachelor’s degree and 10+ years of experience in quality assurance, including experience with LEAN, Six Sigma, and Kaizen.

ICF is currently hiring a Monitoring, Evaluation, and Learning (MEL) Director for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Health Systems Strengthening and Building Resilience to Future Pandemics and Climate Change Activity in India. The purpose of this five-year project is to ensure India’s health system is prepared to prevent and respond to future challenges it faces such as climate change, emerging infectious disease outbreaks, and epidemiologic transition through comprehensive integrated primary healthcare, strengthening the continuum of care offered from the primary to secondary and tertiary facilities, expanded disease surveillance, maximizing the efficiency of public health financing, and increasing private sector engagement to improve health outcomes. The position is likely to be based in New Delhi, India.
The MEL Director manages all aspects of the activity monitoring, research, evaluation, learning, and reporting. The Director manages and analyzes information and reports to the Chief of Party (COP) and provides the activity team with feedback on progress toward the achievement of key results as stated in the project annual workplans and project Performance Management Plan (PMP). The MEL Director ensures that the team collects, analyzes, and disseminates accurate data consistently and timely, aggregates project-generated knowledge and lessons learned through routine monitoring and evaluation of the activities.
Key Responsibilities:
Develop and refine the overall project PMP and key performance indicators (KPIs) ensuring that all project components have end-of-the-project and annual indicators (inputs, output, outcomes, and impact), established baselines and measurable and achievable targets.
Provide timely qualitative and quantitative information to the project team on the project quarterly and annual progress reports, programmatic updates, success stories, briefs, newsletters, as required.
Provide technical oversight to systematic collection, analysis, synthesis, use, translation, and dissemination of data and learning to inform both internal programmatic decision-making.

Establish and oversee the project database, including data verification, entry, and cleaning.

Liaise with project’s technical team and country programs to establish appropriate targets for annual work plans.

Lead the development of the project’s learning agenda and related implementation activities.
Required Experience/Qualifications:
Master’s degree or equivalent in international development, monitoring and evaluation, public health, or a related field.
At least 15 years of experience with USAID or other global health projects leading performance monitoring, evaluation, learning and/or data use for decision-making.
15 + years of experience implementing all technical, fiscal, and administrative components of complex MEL programs, preferably HSS or infectious disease programs, of similar scope and scale to this project.
15 + years of experience with qualitative and quantitative MEL data collection and analysis methods. Work closely with government counterparts and other local stakeholders to strengthen capacity in data collection, reporting, and use of data for decision making.
Preferred Qualifications
Master’s degree or equivalent in international development, monitoring and evaluation, public health, or a related field.
Demonstrated experience focusing on results and impact in health system strengthening with strong strategic vision and an understanding of systems approaches to programming and monitoring, evaluation, and learning.
Demonstrated experience in fostering a culture of continuous improvement and adaptive management.
Demonstrated experience designing and implementing monitoring and evaluation frameworks as well as measuring program results, including those related to the concepts of health coverage, quality, social and behavior change, self-reliance, gender, and youth.

Oversee and guide implementation of the Health Systems Strengthening and Building Resilience to Future Pandemics and Climate Change technical strategy in addressing health security gaps.
Provide technical direction and oversight to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes.
Engage with local partners and institutions to conduct research, monitoring and evaluation, translation, and learning activities, including fostering an environment of knowledge exchange and capacity strengthening.
Align with the Government of India (GOI) (including the Ministry of Health [MOH], the National Centre for Disease Control [NCDC], and the National TB Program [NTP]) in the integration of new evidence-based innovations and international best practices while providing technical assistance in the development of strategies for building health system resilience in the face of climate change.
Coordinate closely with the Project Director, Deputy Project Director, and monitoring, evaluation, and learning (MEL) Director to ensure technical activities have effective operational support and are regularly evaluated and communicated.
Oversee the accuracy and quality of the research and ensure that research standards are being met.
Ensure timely submission of high-quality plans, reports, and other deliverables.
Represent USAID and global and country levels to share project evidence and best practices through presentations at conferences and writing journal manuscripts.
Serve as a critical member of the project leadership team, mentoring individuals and collaborating closely with other management staff.
Serve as technical lead on activity design and implementation to support innovative HSS efforts to expand inclusive, resilient health systems toward universal health coverage and strengthen capacities across all tiers of the healthcare system (with a specific focus on vulnerable and marginalized populations).
Qualifications:
An advanced degree in microbiology, public health, health administration, or a related field; DVM, MD, or PhD preferred.
8+ years of experience in technical roles relating to infectious diseases from prevention, detection, diagnostics, and treatment to building strong systems for reduction.
8+ years of experience managing large, complex donor-funded health system strengthening international development programs, including managing and supervising large research consortiums or teams, preferably with USAID.
8 + years of experience with the Government of India at national and sub-national levels, including experience working with the MOH, NCDC, or NTP to detect, diagnose, or treat any forms of infectious diseases.
8 + years of demonstrated expertise in multiple health sub-sectors including, risk communication, social behavior change, community engagement, diagnostic and laboratory systems, zoonotic disease, infection prevention and control (IPC), antimicrobial resistance (AMR), and human resources for health (HRH).
Significant demonstrated expertise in health systems strengthening, infectious disease and or global health security activities and substantial prior donor collaboration and representational duties is required.
Possesses an advanced understanding of the emerging health threats and associated health system weaknesses in India at the national and subnational levels.
English fluency and writing skills.

Job Description:
ICF is growing and we are currently hiring a Finance and Operations Director (FOD) for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Health Systems Strengthening and Building Resilience to Future Pandemics and Climate Change Activity in India. The purpose of this five-year project is to ensure India’s health system is prepared to prevent and respond to future challenges it faces such as climate change, emerging infectious disease outbreaks, and epidemiologic transition through comprehensive integrated primary healthcare, strengthening the continuum of care offered from the primary to secondary and tertiary facilities, expanded disease surveillance, maximizing the efficiency of public health financing, and increasing private sector engagement to improve health outcomes. The position is anticipated to be based in New Delhi, India, but may require occasional travel.
The FOD will support the project team in their day-to-day management and administrative duties. Primary duties include budget management, tracking invoices and purchase orders, logistics management, and any other financial or operational planning and tracking related to this task order execution. He/she will oversee day-to-day operations and financial management of the project.
Responsibilities:
The Director’s primary responsibilities would include ensuring overall compliance with ICF policies and USAID rules and regulations. The FOD manages all aspects of program operations and administration, providing effective support in finance, procurement, asset management, subcontractor management, security, project start up, and project close-out. The FOD will play a key role in supporting the project director and relevant team members to effectively achieve the results defined in the contract and ensure that all activities remain within budget. Responsibilities specifically include:
Ensure that all financial information is consolidated on time and provided to the Chief of Party (COP) as appropriate for analysis and dissemination.
Provide the management team with monthly financial reports including overall activity budget status (budget tracker) and work plan budgets’ status, and ensure potential issues are identified and addressed.
Monitor effective oversight and support to recipients of sub-awards by the activity to ensure consistent compliance with the terms of their agreements including financial management and compliance with donor regulations.
Work with project leadership on project work plans, timelines, and logistics.
Support the tracking of staff and activity timelines and their completion.
Notify project leadership of impending delays, serving as the point of contact for staff traveling in-country in the event of resource needs or emergencies.
Monitor expenses against the program budget, and provide precise, detailed, reports during project start up and throughout implementation and close-out.
Liaise with ICF internal support functions (e.g., contracts and subcontracts) to ensure smooth flow of roles and responsibilities.
Work with project team on developing purchase orders for consultants and equipment, tracking invoices, and ensuring that all cost-related documents from outside the organization are managed.
Collaborate with project leadership to identify resources that help the program meet its goals, deliverables, and milestones. Monitor financial performance and progress toward objectives.
Directly supervise the other finance and operations project staff.
Advise project staff on donor’s contractual requirements.
Provide training on financial management, recordkeeping operational systems, and policies as needed.
Manage all aspects of procurement, from planning to purchasing, in compliance with ICF’s and USAID’s policies and standards.
Oversee financial, operational, and administrative functions of the execution of subcontracts. Review and audit sub awardees’ reports, budgets, expenses, and proposals to ensure compliance with award terms and USAID regulations and maintenance of accurate financial records.
Maintain effective linkages between technical components and finance and administrative functions.
Guide and assist with issues related to USAID rules and regulations on environmental compliance.
Qualifications:
Master’s degree in business, finance, accounting, commerce, international relations, or related field.
10 + years of relevant technical experience managing regulatory, contractual, legal and financial compliance requirements associated with U.S. Government funding including in-depth knowledge of USAID financial management rules and regulations experience.
5 + years of experience as lead or deputy lead for finance and operations on a USAID-funded project of similar size and scope.
5 + years of demonstrated knowledge of USAID’ operating environment, policies, rules, and regulations.
English fluency and strong writing ability.
Preferred Experience and Qualifications:
Experience working in India.
Excellent computer skills, particularly Microsoft Office applications, accounting software such as QuickBooks, and internet skills.
Strong familiarity with USAID’s operating environment, policies, and initiatives.
A demonstrated ability to work with multiple core subcontractors across multiple countries/geographies.
Experience with start-up and close-out project activities in multiple countries with varied scopes of work is required.

Role Purpose:
