Key Responsibilities

1. Regulatory Compliance

a) Ensure Bag Filter and Scrubber systems are properly operated and maintained in compliance with the Environmental Quality Act 1974, Clean Air Regulations 1978, Regulation 40 requirements, and the DOE Guidance Document on Performance Monitoring.

b) Maintain complete and accurate monitoring records related to Air Pollution Control Systems (APCS) in accordance with Department of Environment (DOE) requirements.

c) Act as the main liaison person with DOE during inspections, compliance audits, and enforcement visits.

d) Ensure Air Pollution Control Systems operate within DOE permissible emission limits at all times.

e) Perform or supervise performance monitoring of Air Pollution Control Systems in accordance with DOE competency requirements and applicable guidance documents.

f) Advise management on compliance status and recommend corrective actions where necessary to ensure continuous regulatory compliance.

g) Promote and support continuous improvement initiatives to enhance the efficiency, reliability, and compliance performance of Air Pollution Control Systems.

2. Daily Operation & Monitoring

a) Monitor the operation and performance of the Bag Filter system, including differential pressure readings, compressed air pulse cleaning system performance, filter bag condition, hopper discharge system operation, blower/fan operation, and ducting condition to ensure efficient system performance.

b) Monitor the performance of the Scrubber system, including circulation pump operation, spray nozzle condition, airflow performance, chemical dosing condition (if applicable), and pH monitoring (if applicable) to ensure effective emission control.

c) Conduct routine inspections of Air Pollution Control Systems (APCS), identify abnormal operating conditions, and implement prompt corrective actions to prevent emission non-compliance and equipment failure.

3. System Maintenance & Performance Monitoring

a) Plan, coordinate, and supervise preventive and corrective maintenance activities for Bag Filter and Scrubber systems, including filter bag inspection and replacement, ducting inspection, blower servicing, hopper discharge system maintenance, scrubber nozzle cleaning, and circulation pump servicing.

b) Carry out performance monitoring activities in accordance with DOE requirements and maintain proper inspection and monitoring records to verify system effectiveness.

c) Identify and recommend improvement measures to enhance operational efficiency, system reliability, and environmental compliance performance.

4. Training & Safety

a) Train and guide operators on proper operation and monitoring of Bag Filter and Scrubber systems.

b) Assist in the development and implementation of Standard Operating Procedures (SOPs), inspection checklists, and emergency response procedures related to Air Pollution Control Systems.

c) Ensure all personnel comply with PPE requirements and company environmental, health, and safety policies.

5. Documentation & Reporting

a) Maintain daily operation logbooks for Bag Filter and Scrubber systems.

b) Record monitoring parameters, maintenance activities, abnormal conditions, and corrective actions taken.

c) Maintain accurate records of filter bag replacements, scrubber servicing activities, and performance monitoring checklists.

d) Prepare and submit weekly, monthly, and quarterly environmental compliance reports to management and ensure documentation is readily available for DOE inspections.

Requirements

Mandatory Certification

Possess or be eligible to obtain:

Certified Environmental Professional in Bag Filter Operation (CePBFO)

and/or

Certified Environmental Professional in Scrubber Operation (CePSO)

Issued by Environment Institute of Malaysia (EiMAS) / Department of Environment (DOE)

Experience Requirement

Candidates must have a minimum of two (2) years of experience in Air Pollution Control System (APCS) operation, including Bag Filter systems, Scrubber systems, and industrial emission monitoring. Experience in the textile manufacturing environment will be an added advantage.

Education Requirement

Candidates must possess a Diploma or Degree in Science or Engineering. Candidates with a Polytechnic Certificate or SKM Level 2 qualification may also be considered, provided they have at least one (1) year of relevant working experience in Air Pollution Control System (APCS) operation. Candidates with SPM qualification may be considered if they have three (3) to five (5) years of relevant experience in APCS operation.

2. 日常運作與監控

a) 監測袋式除塵器的運作和性能，包括壓力差讀數、壓縮空氣脈衝清潔系統性能、濾袋狀況、料斗出料系統運作、鼓風機/風扇運轉和管路狀況，以確保系統高效運作。

b) 監控洗滌器系統的性能，包括循環泵運作、噴嘴狀況、氣流性能、化學加藥情況（如適用）和 pH 值監測（如適用），以確保有效控制排放。

c) 對空氣污染控制系統 (APCS) 進行例行檢查，發現異常運作情況，並立即採取糾正措施，以防止排放不合規和設備故障。

3. 系統維護與效能監控

a) 規劃、協調和監督袋式過濾器和洗滌器系統的預防性和糾正性維護活動，包括濾袋檢查和更換、管道檢查、鼓風機維修、料斗排放系統維護、洗滌器噴嘴清潔和循環泵維修。

b) 依照美國能源部的要求進行性能監測活動，並維護適當的檢查和監測記錄，以驗證系統有效性。

c) 確定並建議改善措施，以提高營運效率、系統可靠性和環境合規性。

4. 培訓與安全

a) 訓練和指導操作人員正確操作和監控袋式過濾器和洗滌器系統。

b) 協助制定和實施與空氣污染控制系統相關的標準作業程序 (SOP)、檢查清單和緊急應變程序。

c) 確保所有人員遵守個人防護裝備要求和公司環境、健康和安全政策。

5. 文件記錄與報告

a) 維護袋式過濾器和洗滌器系統的日常運作日誌。

b) 記錄監測參數、維護活動、異常情況和採取的糾正措施。

c) 保持濾袋更換、洗滌器維護活動和性能監控清單的準確記錄。

d) 準備並向管理階層提交每週、每月和每季的環境合規報告，並確保文件隨時可供美國能源部檢查。
