Nine Dragons Paper was founded in 1995, and went public on the Hong Kong Stock Exchange in 2006 as Nine Dragons Paper (Holdings) Limited. Nine Dragons Paper, headquartered in Dongguan City, Guangdong Province of China, renders the leading global recycled paper-based packaging and board manufacturer. It has eight environment-friendly paper-production sites that integrate a set of thermal power, sewage, logistics and others  in China, including Dongguan, Taicang, Tianjin, Chongqing, Quanzhou, Shenyang, Hebei and Leshan. Nine Dragons Paper also has a production base in Vietnam, actively following the national “One Belt And One Road” call. In 2018, it acquired four integrated pulp and paper plants in the United States.

In 2019, Nine Dragons Paper acquired a pulp and paper mill in Bentong, Pahang, Malaysia, and built a papermaking base in Banting, Selangor, Malaysia, with globally advanced global high-speed paper machines, supporting natural gas power plants, sewage water plants, office and dormitory living areas and other facilities.
