Job Description

HR Duties

• In charge of full spectrum HR Function inclusive of operation, managing recruitment cycle including sourcing, arrange for interview, salary proposal and administration.
• Responsible in payroll process, claims expenses, and other related matters
• Maintain, upkeep and ensure timely and accurate update of HR database, all employee personal files records are complete and treated in utmost confidentiality
• Process Work pass application, renewable and cancellation
• General HR administration, such as preparation of employment letters, confirmation letter and etc
• Preparing of new joiners and resignees; IT/email setup and closure, stationery, name cards, IT assets/laptop issuance and return.
• Coordinate with insurance agents with regards to new joiners, cancellation, renewal of insurances.
• Other government related matters. - IR8A, IR21, tax clearance, government and training grant, NS claims, maternity claim etc ..
• Perform other responsibilities and tasks as assigned

Adminstrative Duties

• Handle daily administrative tasks such as preparation and printing of documents, managing company and employee apartment mail and deliveries, collating and submitting staff expense claims, submitting cleaner vouchers etc.
• Purchase stationery, pantry and office supplies, ensure office in neat management
• Filing and sorting out documents.
• Other ad-hoc duties as assigned from time to time.

Requirement:

• Candidate must possess at least Diploma/Graduate Diploma in Human Resource Management/ Business Administrative or equivalent.
• At least 1-2 Year(s) of working experience in the related field is preferred for this position

Major Duties and Responsibilities to include but not be limited to:

• Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service applicable database (HRSmart). Reviews all facets of work for all areas of HR including Staffing, ER/LR, Benefits, etc. across all stations within the network.
• Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions. Incumbent will conduct a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements. Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes are being utilized.
• Reviews personnel actions to ensure employee data is accurately captured, e.g. Veteran 's preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc. Will review personnel actions to ensure position data is accurately captured, e.g. position type, FLSA eligibility, appropriation code, bargaining unit status, duty station, etc. Incumbent will review grade, step, and salary on personnel actions to ensure all pay­ setting laws and regulations are adhered to for a variety of Title 5, Title 38, and Title 38 Hybrid positions.
• Ensures all appropriate remarks and follow up codes are processed according to policies.
• Reviews employees Electronic Official Personnel File (eOPF) in order to verify the legality and accuracy of processed actions.
• Generates queries and reports from various computer systems as needed to retrieve information for data verification.
• Conducts research and completes analysis to recommend improvements regarding all HRSmart functional areas. Utilizes policies and procedures to ensure that technical provisions are adhered to within HR Smart which directly affect the regulatory correctness, compliance with standards, and responsiveness of HR Services. Uses data results and reports to implement corrective actions.
• Reviews and enters REMEDY help tickets for all issues including complex accession issues, pay discrepancies and corrections, and benefits corrections.
• Develops reporting procedures, trending analysis, and measurements at various points in processes to identify problem areas or inherent weaknesses in work processes, procedures, and information systems. Communicates observations and findings to leadership, the Quality SSU, and the Training & Development SSU to aid in the competency development and overall compliance of the Network.
• Applies knowledge of HR laws and management programs, requirements of HR functional specialties, and overall HR management practices to complete assigned work, process corrections and assist other HR staff with training needs. Reviews and analyses problematic or potentially controversial situations and provide expert advice to the appropriate supervisor for resolution.
• Conducts technical reviews of documents to ensure compliance and collaborates and coordinates with supervisor on corrections and internal process improvement· measures. Develops collaborative relationships within all levels of HR VA-wide based on trust, integrity and professional competence.
• Reviews and analyzes work to create a standard process for the entire network and provides training to standardize PAR actions, follow up codes, and license recording across the network.
• Performs other related duties as assigned.
