Senior HR Manager (Chinese Candidate)

Job Responsibilities

HR Responsibilities and Staff Management:

• Managing staff leave.
• Ensure the payroll process is carried out in a timely and accurate manner.
• Reviewing, developing, and maintaining all HR-related components of the company.
• Maintaining and organizing the staff database.
• Develop and implement a departmental budget.
• Provide an advisory on human resources practices to Advise the senior management team and other functional heads on HR practices.

Policies, disciplinary issues, and compliance:

• Develop, update, and implement HR policies and procedures.

Recruitment Organizing:

• Identifies staffing and recruiting needs.;
• Develops and executes best practices for hiring and talent management.
• Responsible for Overseeing recruiting activities, which included auditing job content.
• Manage Onboarding processes, including scheduling orientation sessions, training, and department meetings.
• Allocate and ensure the right amount of resources for HR human resources members to carry out their work effectively.

Performance Management:

• Plan and execute performance reviews and appraisals.
• Review the proposed salary adjustments to establish guidelines.
• To develop and participate in compensation and benefits surveys to analyze the company's competitive position.
• Keeping a database of quarterly and annual performance reviews and appraisals quarterly and annually.

Job Qualifications:

• At least 6 to 10 years of progressively senior experience, including global or international project leadership.
• Extensive knowledge and practical application of federal, state, and local employment laws.
• Fluency in Mandarin, English, and Bahasa Melayu, verbally and in writing.
• Demonstrated experience with leading a team.
• High attention to detail and accuracy.
• Excellent interpersonal, persuasive, written/verbal communication, planning, organisational, time management, analytical, and problem-solving skills.

Main Responsibilities

• Responsible for the full spectrum of HR and administrative functions including recruitment, payroll, performance and talent management, internal communication, employee relation and administration.
• To process the accurate full cycle of monthly payroll, reconciliation reports, and other relevant reports (eg. EFP, SOCSO, LHDN, etc.)
• Responsible for managing, coordinating learning and development courses, employee engagement and other activities initiated by the HR department.
• Design and implement company policies and procedures related to people management and ensure HR policies comply with labour and Industrial relations regulations.
• Implement and administer HR policies and procedures in accordance with organisational goals and are compliance with professional standards, state and federal regulatory requirements and law.
• Support current and future business needs through the development, engagement, motivation and preservation of human capital.
• Conduct and facilitate appraisal exercises and salary surveys and assist in developing and analysing the company's evaluation programs.
• Managing recruitment needs, including creating/updating job descriptions, and onboarding and offboarding processes.
• Other administrative and/or ad-hoc task to support the day-to-day operations and improving work processes.
•  To manage all branch employees.

Key Requirements

• A diploma/degree holder in HR or equivalent qualification, with a minimum of 5 years of experience in HR/Admin field.
• Prior relevant working experience working in manufacturing/FMCG industries would be a plus, but not compulsory.
• Able to communicate in English and Bahasa Malaysia. We seek Mandarin-speaking candidates who are required to communicate with mandarin-speaking clients.
• Strong knowledge of local employment regulations and work pass management.
  Good knowledge of Microsoft Office, iFlexi HRM system, or equivalent HR system.
• Strong time management and organization skills, and ability to work in a fast-paced environment with minimal supervision.

PRIMARY RESPONSIBILITIES

• Act as an effective Focal Point of contact/Key Account Manager in partnership with the client from various businesses in providing broad range of the HR solutions and strategic plans to support client in delivering the best HR practices that align with the business needs and achieve the business goals.
• Responsible to manage the HR operation team for specific the client, particularly on manpower mobilisation (including work permit).
• Responsible for planning, executing and managing the day-to-day human resources initiatives and operations matters related to TSS manpower supply.
• Maintains payroll information by designing standard operating procedure; directing the collection, calculation, and entering of data for TSS manpower supply.
• Responsible to pay contractor and compiles payroll information by managing payroll preparation; completing reports; maintaining records.

SPECIFIC RESPONSIBILITIES

• Update payroll records by reviewing and approving changes in exemptions, insurance coverage, deductions, job titles, and department/division transfers given by clients.
• Prepare reports by compiling summaries of earnings, taxes, deductions, leaves, and allowances to the clients.
• Determine payroll liabilities by approving the calculation of employee’s income and social security taxes, and employer's social security, and workers compensation payments.
• Provide payroll information upon requests.
• Maintain payroll guidelines by writing and updating policies and procedures.
• Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
• Establish strong working relationship with internal and external partners to enhance the effectiveness of the HR deliveries. I.e. clients, local authorities, professional bodies and others.
• Complete operational requirements by scheduling and assigning employee; follow up on work results.
• Handle and coordinate HR related issues such as on-boarding, benefits, employment terms compliance, disciplinary issues and exit procedures for the contractors.
• Prepare management reports on activity, budget and other ad hoc projects to the management and clients.
• Liaise with client for the necessary procedure and approvals in order to prepare billing instruction and ensure all the invoices are billed on time.
• Coordinate and arrange meeting within the department and clients for the quarterly service review.
• Designing and delivering Client specific presentations.
• Adherence to applicable Quality Management System by exercising necessary standard and process when carry out your responsibilities in executing, fulfilling and ensuring at all times the compliance of the QMS requirements.
• Adherence to SGS Health, Safety and Environment (HSE) Policy by uphold a good safety behavior and exercising necessary standard and process when carry out your responsibilities at all times to ensure compliance to the HSE requirements.
