We are seeking a Security Manager to lead the management and development of the Security Service. The friendly team is vital in keeping students, staff, visitors and our buildings safe and providing a welcoming and supportive environment. There is always something new happening at the University, and the role is never dull.

You will be key in the development and implementation of a security strategy to establish a safe and secure environment in which the university community can thrive. This includes the main city centre campus as well as other University sites within a 5-mile radius.

Experienced in security management at a senior level within a relevant, complex organisation you will demonstrate the ability to work both at strategic and operational levels using your knowledge of current security related legislation and practice. You will provide intelligence–led information on risks and threats to aid decision-making.

Essential skills include leadership and teambuilding and as you will be working with colleagues across the University you will have effective communication and interpersonal skills. A good understanding of issues facing security in higher education will be expected.

A relevant professional qualification or knowledge gained via substantial vocational experience in security leadership is essential. Specialist knowledge of a range of security systems such as CCTV, communication, intruder alarms along with a good working knowledge of Microsoft word/excel/PowerPoint/outlook and databases. Knowledge of Health, Safety and Security legislation and experience of risk management is essential. As the Departmental Safety Co-ordinator a NEBOSH Health and Safety qualification or willingness to achieve on appointment is also a requirement.

A current full driving licence (manual transmission) is essential as you will be driving University of Plymouth vehicles. This role is also subject to health surveillance with our Occupational Health team.

This is a full-time, permanent position and whilst you will generally work a 37-hour week, Monday to Friday, you will be required to undertake duties outside these times and be flexible to meet the demands of the role. You must be able to attend campus at times which include evenings and weekends, to deal with emergencies or provide cover. As the security team works 24/7 you will need to work some out of hours shifts to understand requirements and to manage service performance.

Due to the nature of the work, this role is based on campus. There can be a requirement in certain instances to attend work to resolve/manage issues; therefore, the post holder must live within reasonable travelling distance of the University.

The appointment will require an enhanced DBS check, in line with CSAS accreditation.

The role

The Legal Manager supports the Senior Manager, Legal to manage the University legal projects, manage contracts, oversee knowledge management function and custody of the University’s corporate documents and seal, and provide legal advisory services as required to ensure the compliance with external legislative requirements, to manage the policy & compliance and to support the effective operation of the university's primary activities and management processes.

KEY ACCOUNTABILITY

1. Contracts

• Draft, review, negotiate and advise on the preparation of all contracts, and other legal agreements (such as NDAs)
• Work with internal stakeholders to increase awareness and skills in relation to contract management and legal risk, partnering with key individuals within the organisation to identify potential legal issues as they arise.
• Support the continued improvement of standard form agreements, contract management and legal processes and implement improved systems and procedures where required.

2. Project management: to manage all legal projects of the University (e.g. University operation under the Law on Higher Education, licensing matters of the University, litigation cases, application of e-signature, process for receiving/granting sponsorship/donation of the University, retention policy) specifically:

• Coordinate internal resources and third parties/vendors for the satisfactory execution of projects;

• Ensure that all projects are delivered on-time, within scope and within budget;
• Support in the definition of project scope and objectives, involving all relevant stakeholders;
• Develop a project plan to monitor and track progress;
• Manage changes to the project scope, project schedule and project costs using appropriate verification techniques;
• Create and maintain comprehensive project documentation;
• Monitor project performance, specifically to analyze the successful completion of short and long-term goals.

3. Knowledge management (KM): to oversee knowledge management function within the legal & compliance services which ensures that knowledge is maintained, shared and accessible to team members when necessary:

• Design and implement effective knowledge management process;
• Maintain comprehensive database of all internal and external legal and compliance advice;
• Coordinate and facilitate knowledge sharing sessions of legal & compliance services/internal trainings of legal & compliance for University stakeholders by identifying topics, engaging the internal/external resources, and maintaining documentation;
• Coordinate and facilitate legal & compliance trainings for internal stakeholders by identifying topics, engaging the internal/external resources and coordinating the training sessions;

4. Legal advisory: to provide legal advisory services to University stakeholders:

• Research and give advice regarding business decisions and operations;
• Draft agreements, contracts and other legal documents to ensure the University’s full legal rights;
• Communicate and liaise with external parties (regulators, public authority. etc.);
• Handle translation of legal documents.

5. University Secretary: to develop process and manage all University’s key corporate documents, records and the seal and provide support to stakeholders as required.

6. Policy & Compliance

• Contribute to the management, development, implementation and maintenance of policy strategy and an effective policy and delegations framework to support the University’s strategic plan.
• Support the manager with continuous improvement activity and major policy and governance projects and activities, including the analyses and reviews of policy documents, and facilitating the development of new policy.
• Coordinate the delivery of policy communication initiatives, training and awareness programs and guidance to foster good practices and to support a robust policy and governance framework.
• Manage the University’s policy governance framework policy repository and end user web presence.
• Assist with the management and review of the University-wide policy repository, ensuring currency and accuracy of content.
• Liaise with policy authors to ensure policy content is timely, relevant, accurate and current and is compliant with the policy governance framework.
• Maintain an in-depth understanding of best practice in creating and maintaining policy content and communicate policy development and changes to key stakeholders.

7. University reporting:

• Coordinate with internal team for data provided.
• Ensure accuracy and consistency of database information and formatting.
• Ensure compliance with local laws.
• Ensure continuity and timely reporting on an ongoing basis.
• Escalate issues to the appropriate decision maker

KEY SELECTION CRITERIA

• L.L.B. from a law school in Vietnam;
• Member of a local bar association
• At least 7 years of working experience in international law firms/ corporation;
• Proven experience in managing large-scale, complex legal projects;
• Proven experience in developing and maintaining a KM management system;
• Proven legal advisory experience in education sector is preferred;

The Security Manager is responsible for overseeing and coordinating security operations within FleetPartners. Your primary goal is to create a secure and resilient operational and technical environment through the development and implementation of security strategies, policies, and procedures to safeguard our customers, assets, employees, and visitors against potential threats.

You will possess a strong understanding of a wide range of security products and services, including but not limited to Endpoint Protection, Threat Intelligence, Vulnerability Management, SIEM and SOAR. You will work with key stakeholders in the business from areas such as Operations, Sales & Marketing to ensure all key aspects of Security Operations have been considered. Your insights and expertise will be instrumental in shaping our security strategy.

You will manage the security team and will report into the Head of Cloud & Infrastructure.

What you’ll be doing:

• Work with CIO and Head of Cloud & Infrastructure on developing, maintaining and executing the cyber security strategy
• Collaborate with technology team on security within design, development and deployment of new systems, applications, networks & technology
• Continuously work with departments in the organization to reduce risk. From technical controls and procedures to policies
• Monitor, coordinate and conduct investigations into security incidents
• Work closely with MSSP/Vendor partners
• Managing all internal and external security compliance engagement activities
• Convey cyber security concepts to technical and non-technical colleagues
• Conducting Pen-test, vulnerability tests and identifying and addressing any weaknesses
• Monitoring information systems and responding to any cyber-security incidents
• Ensure security patches are up to date for all environments including end-user devices.
• Automating security controls, data and processes
• Developing policy around third-party risk with vendors and suppliers
• Working with NFR to identify and manage data privacy risks as well as internal and external compliance
• Maintaining up-to-date knowledge on cyber-security technologies and standards
• Facilitate training employees to understand and follow security standards.
• Retaining and building on our ISO27001 certification
• Maintaining and building on Essential 8 rating

• Experience leading and managing a cyber security team

Control Risks has an opportunity available for an experienced Security Operations Manager to work on-site with our client, a large Sydney-based institution, on an interim basis for 3 months beginning in January 2024. There is some potential for this role to extend further.

The Security Operations Manager will have a broad remit with responsbility for managing the day-to-day security operations, including incident response, crime prevention, operations centre management, risk assessments, operational plans for events, parking and traffic management, security advice and briefings, contractor management, safety and compliance, reporting and stakeholder engagement.

The Security Operations Manager reports to the Senior Manager, Security Operations and has four direct reports.

Specific accountabilities for this role include:

• Support the Senior Manager, Security Operations in managing the contracted guarding services
• Oversee the Security Operations Centre, Concierge and Security Office functions to ensure compliance with protocols and procedures and that supporting systems are functioning as required.
• Respond to security and emergency related incidents as required to coordinate and provide specialist security advice on response strategies.
• Develop regular exercises in conjunction with the Emergency Management Team.
• Develop strong stakeholder relationships with key stakeholders that security work with on an ongoing basis.
• Develop and delivery of security and safety briefings during orientation weeks and as required thereafter.
• Ensure incidents are thoroughly investigated and reports are distributed in a timely manner to relevant stakeholders.
• Undertake risk assessments, develop operational plans, and attend planning meetings to support events, VIP visits, and scheduled activities that may impact operations.

• Relevant tertiary qualification and substantial experience managing security operations, ideally in a large complex organisation or an equivalent level of knowledge gained through any combination of education, training and experience.
• Must hold a 1A/2A NSW Security Licence.
• Excellent written and verbal communication skills, with high level of attention to detail for deliverables produced (includes strong report writing, documentation skills and ability to present effectively to a range of stakeholders).
• Proven ability to work under pressure with a high level of organisational skills to manage changing priorities and meeting deadlines.
• Be available to commence employment in early January 2024 and commit through to March 2024.

You will work closely with regional leaders and delivery teams to build support for National Highways’ work with our most influential stakeholders in the region.

Northern Ireland Protocol and Windsor Framework: Work across our five policy areas (PPPs and PPP MRLs, UK REACH, Detergents, Mercury and POPS (Persistent Organic Pollutants) to ensure we are represented in return to the Windsor Framework task force and that any emerging changes to government approach in this area is examined for local policy impact. Equally work closely with HSE on their lead policy areas (Biocides, Prior Informed Consent, Classification, Labelling and Packaging). Within this area there are five key work strands:

1) WF policy and implementation – Working closely with policy teams, central Defra teams (Env Regs, NID) and externally with HSE on areas of policy development, ensuring the needs of the chemicals regimes are considered in wider X-WH policy.

5) Risk and Issue reporting and mitigation - Linking with central teams in the NI Directorate on cross-cutting Northern Ireland Protocol risks and issues.

6) Stakeholder and DA engagement - Engaging stakeholders and DAs in policy development where possible and feeding into the CPHW and central Communications teams on comms and guidance on new arrangements under the Northern Ireland Protocol.

7) Delivery - Support implementation of the Windsor Framework for our policy areas.

The IT Security Governance and Process Manager (ITSGPM) will take a lead role in ensuring that our IT Security Governance is robust, current, and fit for purpose, while fully complying with both legal and HM Government security requirements. Working under the direction of the IT Security Compliance & Risk Manager (ITCRM) to ensure effectiveness and consistency of approach. The ITSGPM will work to understand and identify the security-risks associated with Forestry Commission processes and security governance, review security governance frameworks. A large part of the work will include staff-collaboration, communicating and articulating security requirements, with ownership of security training and work to improve our security culture. The post holder will be an IT Security Manger with a particular focus on furthering our IT Security governance, and improving our security-culture and the security-behaviours of our staff. Your remit will cover Forestry England, Forest Services and the Commissioners’ Office.
