As a Transportation Industry Analyst, you will:

• Analyze, monitor, and develop long-term views of the transportation industry’s operating and competitive structures regarding transportation cost, fares, service, contracts, agreements, traffic trends, and/or proposals.
• Review orders and licenses for carriers’ services prepared by the U.S. and Foreign governments to ensure consistency with the provisions of bilateral agreements and the state of the transportation relationship.
• Assist in development or prepare testimonies for congressional hearings on transportation issues, DOT decisions, positions, and policies with respect to the transportation industries regulatory recommendations and requirements.
• Participate in conferences with transportation industries representatives to resolve difficult transportation industry issues to ensure that stakeholders receive services and contracts that are rendered properly.
• Participate with staff members, Supervisors, Directors, Deputy Directors, and/or Division Chiefs in conducting in-depth analyses, and providing advice to Departmental Officials which form the basis for establishing regulatory policies affecting the transportation industry.

Starting at $69,107 Per Year (GS 11-12)

This position is located with the Department of Interior (DOI), Office of the Secretary (OS), Office of Aviation Services (OAS), Division of Technical Services (DTS) in Boise, Idaho.

The DTS provides DOI and other government agencies (Interagency) expert level aviation service. Incumbent will serve as the National Aviation Maintenance Technical Specialist who will provide the following services: technical documents, verbal and written communication, instruction, inspection, evaluation, surveillance, guidance, leadership, representation, recommendation, advice, and expert aircraft maintenance.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:

1. Manages OAS's Maintenance Inspector Standardization Program. Plans and coordinates with other government agencies, develops agendas, and leads interagency maintenance inspector workshops.
2. Leads and/or serves as a member of formal source selection committees or technical proposal evaluation committees. Initiates, evaluates, and updates Operational Procedural Memorandums (OPM) and Departmental Manual chapters which relate to aviation.
3. Functions as a subject matter expert (SME) and advisor to management, teammates, internal OAS personnel, Bureaus, vendors, contracting officers, and other government agencies, on a wide range of aviation subjects.
4. Performs extremely varied and complex assignments in support of bureau and other agency aviation programs.
5. Works independently or within a team, leads or conducts surveillance and inspections of diverse types of fixed and rotary-wing aircraft and ancillary equipment to ensure maintenance and safety compliance with contract requirements, as well as OAS policy, Federal Aviation Regulations, Federal Acquisition Regulations, and other Federal regulations.
6. Identifies and resolves technical problems related to safety and adequacy of operations, operation policy/procedures, qualifications and proficiency of pilots, training deficiencies, suitability of aircraft for missions performed, efficient utilization of equipment, technical condition of aircraft and special equipment, and proper upkeep of flight logs and maintenance records.

  Exercise significant responsibility over program activities to include performance planning, strategic planning and program planning and development.
• Ensures objectives are fulfilled and completed plans are consistent with the Agency’s mission, goals and objectives.
• Conduct policy research and analysis on complex transportation infrastructure issues, problems, and proposals concerning innovative finance.
• Conduct research on the economic impact of transportation investments and disruption to the transportation systems.

As a Supervisory International Transportation Specialist, you will:

• Assist the Director in the management of specific programs. Provide policy guidance and counsel on international transportation and trade policy matters, including those relating to international protocol and diplomacy, to the Office Director, the Assistant Secretary, and the Office of the Secretary as well as to Congress and other executive branch departments and agencies.
• Provide research and expert policy guidance by preparing reports and recommendations.
