Summary

Responsible for the full suite of ACMV Quantity Surveyor duties, from tender to pre-contract, post contract administration duties such as: review of contracts, quantity take-offs, preparing bills of quantities and sourcing.

Job Responsibility

• Knowledgeable in Chilled Water System and VRV system
• Responsible for tender surveying, checking of documents, and understanding of drawing and specifications
• Preparation of tender and contract documents, including quantity take off & liaise with Clients & consultants
• Obtain, compile and evaluate quotation from supplier according to tender requirement.
• Maintain strict confidentiality and ethics on all contractual matters
• Must able to do the costing independently to complete the whole tender process
• To liaise with the supplier, main contractors, and sub-contractors to prepare the costing for tender submission
• Respond and follow up to client’s queries for submitted tender
• Attend site briefing (if necessary) during pre-tender and tender interview
• Coordinating submission of documents to clients and relevant authorities within stipulated timelines.
• Maintain proper documents and filing of drawings for all tenders and project according to requirements as per ISO standards

• Min 5 years of Singapore-based experience as a Senior Quantity Surveyor in the ACMV field.

Responsibilities

• Conduct cost analysis and feasibility studies for various marine construction projects.
• Prepare detailed cost plans and estimates at different project stages, ensuring accuracy and reliability of quantities and cost data.
• Assist in preparing tender and contract documents, including bills of quantities.
• Analyze tenders, administer contracts, and manage project variations, ensuring compliance with contractual terms.
• Utilize AutoCAD to perform accurate quantity take-offs from drawings and specifications.
• Measure and value the work done on site, liaising with the project team to monitor changes and adjust budgets accordingly.
• Track project costs and expenditures, providing regular financial reports to project managers and stakeholders.
• Forecast final costs, identify potential overruns, and recommend cost-saving solutions.
• Work closely with project managers, engineers, and architects, providing quantity surveying input and ensuring project objectives are met.
• Attend project meetings, contributing to discussions on costs, progress, and forecasts.

Requirements

• Minimum Diploma / Degree in Quantity Surveying / Construction / Civil Engineering or equivalent
• At least 2 years of relevant experience in the marine construction industry
• Proficient in AutoCAD
• Strong understanding of construction processes, materials, and market rates.

Key Responsibilities:

• Supervise, coordinate, and oversee Cost & Contract-related affairs within the organization's Project Department to ensure alignment with organizational objectives, industry leadership in service standards, profitability, and customer satisfaction.
• Conduct technical assessments, including a solid understanding of costing in construction development, interpretation of contract terms, and the development of work procedures, cost reporting, and other administrative tasks related to cost and contract management.
• Conduct feasibility studies by comprehending government regulations and land tender conditions, establishing Project Development Estimates to support land bidding, and assisting Project Managers in developing cost estimates for AEI (Additions and Alterations and Upgrading) studies.
• Serve as the Cost & Contract Manager responsible for reviewing Requests for Variations (RVOs) submitted by Project Managers, making recommendations for management approval, assisting Project Managers in resolving construction claims, and reviewing and updating office-standard contract terms and conditions while assessing potential risks.
• Periodically educate Project Managers on contract terms and conditions, ensuring compliance with company Standard Operating Procedures (SOPs), and manage the cost database, including tracking, updating, controlling, and analyzing data.
• Support Project Managers in cost evaluations for main contract tenders and other procurement packages, evaluate tender packages for compliance with in-house standard operating procedures, and assist in the main contract tender process using the Price Quality Matrix evaluation method.

Key Requirements:

• Hold a degree in Building or Quantity Surveying.
• Possess a minimum of 8 - 10 years of experience as a Cost Consultant or Quantity Surveyor with a real estate developer or contractor, focusing on cost and contract management in construction and property development.
• Exhibit a proactive approach, strong analytical skills, and sound decision-making abilities.
• Collaborate effectively within a team while demonstrating leadership qualities.

The successful candidate will also have a HNC qualification, or equivalent / above, in a relevant subject area such as construction, as well as demonstrable experience of managing maintenance works and servicing contracts at a supervisory level ideally within a social housing context. You will also have experience of JCT, PPC and other forms of contract as well as experience of working with challenging and varied customers and stakeholders.

The Business Resilience Manager is responsible for risk identification, elimination or control by conducting on site and remote surveys of selected risks as requested by assessment of the most complex and largest exposures by sum insured across Commercial Insurance policyholders. What you’ll be doing:

Give priority to survey workload ensuring that customer requirements and service standards are met.
Undertake risk survey evaluations of commercial Property, Motor fleet and Liability risks, and provide an appropriate technical report.
Confirm to underwriters on risk quality, rating, classification and loss assessment as appropriate.
Deliver appropriate data that is required to influence reinsurance pricing and terms as well as for commercial pricing and risk acceptability
Identify and provide detail of risks to underwriters that are outside of underwriting acceptability.
Comment on other risk related topics where this will be of assistance to underwriters.
Identify, negotiate and agree risk improvement measures with policyholders necessary for risk acceptability.
Prepare a schedule of risk improvement measures for onward transmission by the underwriter to the client/broker.
