As an HR intern in Patient Safety & Quality, you will be a part of several HR projects, focused on implementation/ change initiatives. The initiatives are in the core of HR and are connected strongly to the global People Strategy. This is the ideal position to get deep understanding of HR and get practical experience within a multinational environment.

Your role:

• You will support and/ or lead several HR projects (e.g. data analytics/ reporting/ renewing of job profile updates/ talent review);

• Planning, coordinating and tracking small (sub)projects, which are mainly HR focused;

• Responsible for implementation and realization according to the project plan (specification, quality, time, communication, information) and organization;

• Report on the progress of the project(s) with an agreed frequency on quality, status, and time to HR Project Managers, HR business partners, functional management and to the project members;  

• Ensure that there is an effective transfer and archiving of the project results and the associated knowledge;

• Being able to effectively prioritize and execute tasks in a pressurized environment and work proactively to ensure project milestones are met

In return, we offer you

• Monthly full-time allowance between €500 - €700 gross, depending on educational level and if you would need to relocate to The Netherlands. If you will perform a part-time internship you will receive the allowance pro-rata.

• Housing compensation, in case of relocating to the vicinity of the office, €300,- net if location is in the vicinity of Amsterdam, €255,- net for all other Philips locations. You need to provide a rental contract of the land lord, and your normal home-work travel distance need to be more than 50 km or travel time (one way trip) need to be more than 1.5 hours.

• Travel compensation, if you are not eligible for a free public transport card; you will receive max. €145,- net

• Paid holidays per internship term.

Role purpose

• Working collaboratively across all geo-markets within the Asia Pacific region, this role will take a lead in developing a customer centric supportive HR experience that delivers an efficient, accurate and responsive HR service to the business.

The incumbent identifies technical discrepancies in all HR program areas identifying the need for training, interventions and strategies that improve the VISN HR staff's accuracy with processing and coding personnel actions, performance and ability to meet HR business requirements.
• Accesses a variety of systems to pull reports for review and analysis of the HR Programs. These systems include, but are not limited to, HR Smart, WebHR, USA Staffing, Defense Civilian Payroll System (DCPS), Pyramid, etc.
• Reviews daily, weekly, monthly, quarterly and yearly technical data reports to assist in determining goals and recommendations to improve the technical function of the VISN HR staff, as well as continuous preparation for, and coordination of, all outside HR audits and reviews.
• Applies comprehensive knowledge of HR legal and regulatory requirements and overall HR management practices to ensure VISN-wide HR staff are processing accurate personnel actions, accurate corrective actions to erroneous personnel actions and assists VISN HR staff with technical HR training needs in all HR program areas.
• Provides expert advice related to Federal and VA HR regulatory and legal requirements and collaborates and coordinates with supervisors on corrections and internal process improvement measures.
• Utilizes results from audits to create standardized HR processes for the entire network and provides just-in-time training to ensure the accurate processing of personnel actions and the necessary corrections to erroneous personnel actions.
• Provides VISN HR managers and VISN HR employees with information, guidance and interpretation related to complex HR policies that require substantial research. Identifies trends and training needs after auditing personnel actions and other HR required processes by composing both quantitative and narrative reports from the audit findings. The incumbent compiles these periodic and/or special reports, relaying identified deficiencies or procedural short falls.
• Assists in analyzing proposed changes in operations, assesses the impact on personnel programs, and advises VISN HR manager in the most effective personnel management programs.
• Develops collaborative relationships with VHA Workforce Management and Consulting Center of Expertise staff, VISN senior executive service leadership, VISN HR leadership and all other VISN HR staff to ensure procedures are in place for HR staff to accurately process personnel actions and accurately process corrections when needed.

As a HR Specialist (Employee Relations) you will:

• Serve as Human Resources advisor and recognized authority on a variety of Human Resources issues pertaining to client Leave Transfer Programs, Awards Program, Worklife programs, and performance management.
• Provide advisory services to employees and managers on the Voluntary Leave Transfer Program (VLTP)
• Work with payroll representatives to resolve leave and pay issues related to VLTP
• Work with supervisors, potential leave recipients, leave donors, timekeepers, and other VLTP coordinators within and outside the Agency to ensure adherence to Federal laws, rules and regulation regarding VLTP
• Close employees out of the VLTP when the medical emergency terminates and processes actions to return unused leave to donors in pro-rated amounts
• Advise management on performance plans and provide technical information on performance management systems
• Provide advisory services to employees and managers on worklife programs. Programs include but are not limited to: teleworking, the lactation program, childcare, eldercare, transit subsidy
• Work with wellness programs contractors and program coordinators to ensure that the workforce is kept abreast of available benefits and programs
• Contribute to the awards and recognition programs by providing guidance, oversight, and/or administrative support

The QA Supervisory Human Resources Specialist oversees and manages the HR staff of the QA unit and serves as the HR subject matter expert (SME) for the quality review of all consolidated network personnel action audits to ensure compliance with Federal statute, Veterans Affairs (VA) policy, VA Human Resources Management Letters (HRMLs), Office of Personnel Management (OPM) guidance and other legal and regulatory requirements. Major duties include but are not limited to:

Reviewing, auditing, and correction of erroneous personnel actions, and providing supporting Federal statute, VA policy and OPM guidance to VISN HR staff for corrective actions to erroneous personnel actions in all HR program areas: Recruitment and Placement, Pay Administration, Maintenance of e-OPF, Awards Program, Performance Management, Personnel Suitability and Security, Accountability System and Employee Relations/Labor Relations;

Responsible for QA of all HR program areas which require analyzing and evaluating complex programs or issues;

Identifying technical discrepancies in all HR program areas identifying the need for training, interventions and strategies that improve the VISN HR staff's accuracy with processing and coding personnel actions, performance and ability to meet HR business requirements;

Providing recommendations and takes positive action to assure establishment and maintenance of training and development programs that contribute to mission accomplishment;

Developing the work plan, prioritizing work, and making assignments considering difficulty and complexity of work and employee capabilities. Develops performance plans and major performance objectives and provides advice and assistance on performance.

Resolves minor complaints from employees and effecting minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
