The SA is responsible for supporting (on behalf of the Ministry of Health) a consortium to pilot primary health care transformation agenda in Indonesia. The SA is expected to contribute to the development and active dissemination of high-quality technical knowledge products.
The SA works as a key member of the Strategic Purchasing for Primary Health Care (SP4PHC) project, which is supported by a grant from the Bill & Melinda Gates Foundation that provides technical assistance to countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.
In Indonesia, SP4PHC is working with Ministry of Health (MOH) since the late 2022 on supporting the MOH’s Health Transformation agenda, and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing three strategies, which aim to improve how JKN purchases PHC services, optimize flow of funds via districts to PHC providers, and foster integration of telemedicine into purchasing arrangements for PHC services.
To support these strategies, several activities related to the health system, financing, and policy will be carried out. The SA will be a core technical member of the SP4PHC Indonesia team and will report to SP4PHC Project Director. This is a full-time position based in Jakarta, Indonesia.
Program design and implementation
• Support ministries of health and finance on development of national health financing strategies, budget planning, preparation and execution, and budget advocacy.
• Support sub-national actors in decentralized settings by strengthening capacity to respond to increased autonomy for planning, budgeting and public financial management.
• Support the design and implementation of health financing mechanisms such as health insurance and performance-based financing.
• Support team to generate targeted evidence and provide technical support to MOH and BPJS-K on improving JKN and work with these partners to incorporate these findings into policy development and roll-out
• Lead analyses on health expenditure, including out-of-pocket spending, financial forecasting, benefit incidence analysis, resource tracking and cost-effectiveness.
• Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
• Create graphics and visualizations of quantitative and qualitative data.
Research
• Develop research protocols, including data collection instruments such as surveys and semi-structured interview questionnaires, and support validation of instruments.
• Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.
• Data collection and analysis for country research studies. Data collection may entail working closely with stakeholders, such as BPJS-K, Centers of Excellence, and the National Population and Family Planning Board (BKKBN)
• Provide quantitative and qualitative data analyses across a range of subjects.
Data Management
• Develop and manage large datasets such as NHA, IDHS, SUSENAS, and BPJS-K claims. This includes cleaning, constructing, sorting, and updating variables.
• Provide technical advice on how to mitigate risk when working with large datasets, such as accounting for missing data points
• Document the research process through Stata .do files or other methods to follow responsible record-keeping practices
Project Reporting and Representation
• Draft or revise sections of donor reports and coordinate team member input.
• Prepare communications for policy and technical meetings or forums
• Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events.
Project Administration and Operations
• Develop and maintain strong working relations with technical and management units in partner organizations (BPJS-K; MoH; BKKBN; IBI; Bappenas; District Health Offices; and private sector agencies)
• Arrange interviews, discussions, and meetings with various stakeholders related to FP and MNCH and others as required
• Actively participate in virtual discussions with ThinkWell members from other projects and other countries
SP4PHC-Specific Responsibilities:
• Develop econometric modelling and participate in discussions throughout every step of the data analysis process
• Support the Deputy Director of Learning in developing and pursuing learning products, especially exploring research questions and how to address them-
• Contribute to the development of knowledge management systems
• Maintain project database of all data, information, reports, technical papers, and publications
• Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate
• At the direction of the Program Lead, contribute to ThinkWell’s various efforts to support the Government of Indonesia’s response to the COVID-19 outbreak
1. BA/BS (Econ) and 7+ years experience or graduate degree and 5+ years experience;
2. Relevant work experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO, preferably with some experience managing projects in low- or middle-income countries;
3. Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA) preferred;
4. Demonstrated capacity to configure and analyze data, including from various large datasets such as NHA, IDHS, SUSENAS, RISKASFAS, RISKASDES, and MNCH mortality and morbidity data;
5. Demonstrated experience with health economics, especially in the areas of econometrics research and Indonesian health systems

OVERALL RESPONSIBILITIES
The Director of Finance and Administration (DFA) reports to the Chief of Party and works closely with the project leadership team to provide high-level financial management and operations leadership, contract and grant management support. The DFA ensures that financial and operational functions support the timely and effective implementation of the project’s technical scope of work and provides counsel to help project leadership ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures. The DFA will liaise with the project leadership team, local partners, USAID and MSH’s headquarters regarding any aspects of program implementation, contractual, risk management, cost share, governance and all other matters related to finance and administration.

OVERALL RESPONSIBILITIES
The Director, MEL will oversee the monitoring and evaluation and learning system for reporting progress and ensuring availability and use of quality data for adaptive management and maintain reporting procedures and guidelines in compliance with USAID systems. The Director, MEL will be expected to develop a strong monitoring and evaluation and learning system and plan consistent with the USAID results framework, coordinate the collection of data including conducting field visits for data validation, monitor the quality of data sets, contribute to the adaptive management of the program, oversee the development, maintenance and use of the project technical information management system, and document project performance against established outputs and indicators. Strategic Purchasing for Primary Health Care (SP4PHC) project, which is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.
In Indonesia, SP4PHC is working with Ministry of Health (MOH) since the late 2022 on supporting the MOH’s Health Transformation agenda, and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing three workstreams, which aim to support the MOH through at PHC Consortium (Workstream 1), improve how JKN purchases PHC services (Workstream 2), and foster integration of telemedicine into purchasing arrangements for PHC services (Workstream 3).
Under Workstream 1, SP4PHC has been tasked as a coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium will include fund flow tracking, health performance assessment, and capacity building.
To support these workstreams, several activities related to the health system, financing, and policy will be carried out. The Medical and Health Financing Specialist position will be a core technical member of the SP4PHC Indonesia team and will report to Project Director. This is a full-time position based in Jakarta, Indonesia.
SP4PHC-SPECIFIC RESPONSIBILITIES:
Technical Support on PHC consortium
· Support the implementation of a consortium to pilot primary care transformation in Indonesia, providing technical support to the consortium, and coordinating activities with district authorities, the MoH, local research partners and others.
· In collaboration with Senior Technical Advisor and Project Director, support various activities, including fund flow tracking and health performance assessment, conducted by the Consortium across 4 districts
· Collaborate with Senior Technical Advisor to coordinate various Consortium stakeholders, which include units within MoH, other ministerial agencies, universities, other BMGF grantees, and district health offices,
· Ensure high quality and timely outputs for deliverables and technical assistance provided by universities in the Consortium
· Collaborate with Project Director to ensure alignment of District Technical Assistants’ works in 4 districts, especially technical support provided to DHO and university, with the Consortium’s activity
· Support the generation of evidence and insights from the Consortium implementation, and work with the MoH and partners to incorporate these into policy development and roll-out
Data Analysis for Policy Reform
· Collaborate with Senior Technical Advisor to support feasible study plan, oversee data collection, and provide inputs on data analysis that are being implemented by the team
· Support the translational process from evidence to policy by ensuring maximum uptake of evidence by relevant policymakers
· Prepare data for analysis, documenting the study protocol and upholding good research practice
· Analyze data and synthesize information, especially as it relates to strategic purchasing
· Conduct literature reviews related to current evaluations, studies, publications on national health insurance, primary health care, telemedicine, and other topics as required
· Collect qualitative and quantitative data from MoH, BPJS-K, and other partners, as needed
· In collaboration with the Senior Technical Advisor, undertake scenario development of strategic purchasing and primary health care to provide quality care for JKN members
Data Analysis for Learning Agenda and Knowledge Management
· Support data collection and synthesis for the learning agenda based on key evaluation and learning questions
· Synthesize M&E data for the learning agenda and to inform policy-oriented reports and analyses
· Help maintain project database of all data, information, reports, technical papers, and publications
· Publish briefs, papers, articles, and blogs.
· Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results.
· Build ThinkWell reputation as a thought leader in the field.
Technical Support and Pilot Implementation
· Contribute to the design of strategic purchasing pilots to test policy options within Consortium districts (e.g. telemedicine or ASIK pilot implementation)
· Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate the pilot project
· Together with project partners, support the development of data management systems and ensure data quality for pilot projects
· Provide technical inputs and support the development of a private sector engagement strategy

The Technical Officer, HIV Community-Based Services is responsible for providing technical and programmatic assistance in HIV community-based services for the EpiC project. HIV community-based services include outreach for key populations; case finding and management across the HIV cascade; the introduction of innovations, and the use of information communications technologies (ICT4D). The menu of EpiC assistance is outlined in the EpiC package of direct service delivery and technical assistance support.
Under the guidance of the supervisor, the Technical Officer, HIV Community-Based Services oversees HIV community-based strategies, interventions, CSO implementation and partnerships. S/he is responsible for (a) providing technical leadership, assistance and oversight on HIV community-based services; (b) ensuring the quality and use of data across community-based programming; (c) introducing community-based programmatic innovations in targeted sites; and (d) contributing to the Indonesia evidence base in HIV outreach. S/he will also be responsible for carrying out deliverables outlined in quarterly workplans and ensuring that CSO performance milestones are achieved. S/He will facilitate coordination of all community-based services with provincial and district level GOI and CSO stakeholders.

Oversee the technical outputs of any EpiC-supported consultants placed at provincial, district or site levels for community-based services.
Report regularly to the Associate Director, Community-Based Services on progress, challenges, and status of EpiC HIV community-based service activities.
Perform other relevant duties as assigned.
Bachelor’s degree in relevant field (preferable social science, public health).
At least 3 years of demonstrated key or priority population group technical expertise.
Demonstrated capacity building, coordination and partnership experience.
Fluent in Bahasa Indonesian; at least basic proficiency in both written and spoken English language.
Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.

The National Senior Project Associate will work closely under the supervision of the Deputy Technical Director and in coordination with the technical lead at the National Level to ensure all USAID BEBAS TB activities are implemented in line with the work plan, on time, and within budget in a quality manner that engages stakeholders from all levels of the health system in the process and promotes long term sustainability. The Senior Project Associate will coordinate closely with the Support teams to ensure sufficient and timely assistance to the technical team to implement the activities.
The Senior Project Associate will provide administrative support to the technical team and through the use of the admin management system, ensure efficient and effective use of MSH/Donor resources for the purposes intended. They will ensure compliance with the MSH/Donor procedures, guidelines, and rules.

QUALIFICATIONS
Diploma 3 or bachelor’s degree from a reputable University majoring in administration, finance/Accounting, business, or other related majors
4 years of relevant and progressive experience in Administration, finance admin, or any related admin areas
Experience in a USAID or other donor-funded project in an NGO preferred
Experience in the use of MS software, Outlook, DocuSign, Quickbooks and Deltek Costpoint
Good working knowledge of purchasing strategies including but not limited to sourcing/ tendering
Excellent communication, interpersonal, and negotiation skills
Strong analytical thinking and problem-solving skills especially when working under pressure
Strong proficiency in Microsoft Office and business application software, purchasing, and resource planning systems
Excellent orientation to detail and demonstrate strong negotiation skills
Ability to work in a team-oriented environment while maintaining one’s individual workload
Monitoring/assessing self-performance to make improvements or take corrective action
Excellent planning and scheduling skills with a collaborative approach
Demonstrated ability to interact professionally with culturally diverse staff, clients, and consultants
