Objectives of the assignment

Under the management of the SNV Programme Manager, the Consultant will provide technical guidance and support to a range of inception phase assessments, and based on the findings, prepare and finalise a detailed programme document, including supporting annexes. The assignment is expected to comprise the following tasks and responsibilities:

• Review existing programme proposal, donor/investor comments and requirements as well as any relevant principles, criteria and standards.
• Draft a programme design document that meets the donor/investor as well as SNV’s own requirements for a high quality programme design
• Draft ToRs for various assessments i.e. Livelihoods and Socio-economic Assessment, Gender Equality & Social Inclusion (GESI) Analysis, Environmental & Social Safeguards Assessment. Support the Programme Manager to discuss with consortium partners and draft agreed Scopes of Work for them.
• Review approaches and methodologies of selected consultant teams and provide technical guidance for the conduct of the assessments and analyses.
• Prepare report formats/outlines (e.g. also including GESI Action Plan/Framework, Environmental and Social Management Framework etc.) to ensure that consultant teams produce high quality outputs with the relevant information that informs programme design.
• Participate in programme consortium meetings and provide technical inputs and direction for SNV’s partners on requirements for their contracted preparation and design works e.g. Landscape Assessment (ICRAF) and Biodiversity (IUCN).

Objectives of the assignment

The overall objective of this analysis is to inform the final design of project activities and provide evidence-based information for programme intervention development and assurances that this design is contributing to the aims of the project.

1. Conduct a preliminary screening of likely/tentative project work packages and activities against the program safeguards policies and standards (aligned to IFC Performance Standards) and identify relevant environmental and social issues of concern, including risks.
2. Present relevant environmental and social profiles and early-stage screening/scoping of environmental and social risks (IFC Performance Standards/safeguards triggered) for comments and feedback.
3. Develop a methodology and survey work plan (including field survey featuring interviews with key stakeholders and participatory consultations with representatives of groups of intended beneficiaries or impacted by the project, especially local communities, smallholders, ethnic minorities, and other vulnerable groups).
4. Conduct field visits, surveys and consultations in the Central Highlands and NW region to better understand local contexts and perceptions and assess potential environmental and social co-benefits and risks associated with the project’s proposed activities.
5. Based on the field surveys and consultations and working with technical team members prepare an environmental and social assessment report detailing potential impacts identified as well as project strategies and measures to maximise environmental and social co-benefits and key environmental/social risks to be avoided, managed, and mitigated.
6. Based on the co-benefit enhancement and risk mitigation strategies and measures identified (see (vi) above), draft an Environmental and Social Management Framework (ESMF) for the project (including safeguards M&E indicators, methods, capacity building needs and budget).

The assignment will be conducted in tandem with other assessments and analyses e.g. concerning landscape analysis and agronomic suitability and a biodiversity assessment. SNV will coordinate these assessments and ensure complementary information gathering and analytical efforts. 

Methodology

The consultants/consultancy group will be expected to use various methods in carrying out this assignment. The successful consultants will be expected to propose an appropriate methodology and an analytical framework. SNV and the consultants will agree on final methodology and structure of the report during the inception phase.

These methods would, however, be expected to include some or all the following:

• Desk review of the project and requirements, background information and related reports (existing relevant reports, provincial/district government reports and statistics, etc.) on agriculture, agroforestry, and forestry models in the project sites in Northwest region and Central Highlands. The desk-review will help enable the formulation of ideas and questions for further discussion with local authorities, communities, and other stakeholders during the inception visit.
• Conduct a socio-economic assessment, including the information on local communities e.g. poverty rates, landless, ethnic minority populations, typical livelihoods, climate situation and adaptation/vulnerability.
• As a contribution to the RESTORE project preparation phase background assessments, prepare environmental and social profiles of the project’s two target landscapes: the Central Highlands and Northwest environmental and social profiles.
• Conduct an environmental and social safeguard assessment (ESA) in line with the government’s regulations and requirements.
• Conduct Gender Equality and Social Inclusion (GESI) assessment.
• Develop GESI Action Plan
• Prepare a guidance document on how Free, Prior and Informed Consent (FPIC) principles will be used when onboarding farmers to the project.
• Refine and confirm the Theory of Change, project logical framework, budget, and workplan.
• Conduct additional local consultations as required to inform design.
• Develop beneficiary/stakeholder selection criteria.
• Draft project governance structures and coordination mechanisms.
• Consult with communities and local/central governments on the FPIC process, Project Governance Framework, beneficiary/stakeholder selection criteria, a multi-stakeholder partnership (MSP), a grievance handling mechanism (GHM), project design and other project documents.
• Prepare materials for presentation of and consultation on environmental and social co-benefits, risks and the draft ESMF, at a national consultation workshop.
• Finalise the ESMF based on comments and feedback from the national consultation workshop.
• Contribute to the preparation of the project proposal document’s relevant sections on environmental and social safeguards sections, as required.

Objectives of the assignment

The overall objective of this analysis is to inform the final design of project activities and provide evidence-based information for programme intervention development and assurances that this design is contributing to the aims of the project.

The assessment will determine appropriate opportunities for market development and value-chain strengthening as well conduct an economic and financial access assessment to determine opportunities and constraints for access to finance for smallholder farmers, cooperatives and Micro, Small and Medium sized enterprises in the relevant value-chains.

It will also identify potential partnerships and opportunities to cooperate with private sector value chain actors and financial institutions for the project delivery, and the subsequent support the project will be required to provide to farmers, financial institutions and enterprises in order to enable this access to finance.

The assessment will also ensure that the project design meets a number of criteria, namely that the agricultural practices, business models and value chains promoted by the project, are socio-economically sustainable (other activities will assess agronomic suitability, technical feasibility and the environmental impacts and sustainability) i.e. the practices promoted by the project must:

• Improve the livelihoods of smallholder farmers in the target landscapes.
• Be sustainable – i.e. viable in the long term, clearly supported by market demand (domestic or international).
• Improve economic resilience of the farmers to market and price volatility.

The assignment will be conducted in tandem with other assessments and analyses e.g. concerning landscape analysis and agronomic suitability; a livelihoods and socio-economic assessment; Gender Equality and Social Inclusion (GESI) analysis and environmental and social safeguards assessment; and a biodiversity assessment. SNV will coordinate these assessments and ensure complementary information gathering and analytical efforts. 

Methodology

The consultants/consultancy group will be expected to use various methods in carrying out this assignment. The successful consultants will be expected to propose an appropriate methodology and an analytical framework. SNV and the consultants will agree on final methodology and structure of the report during the inception phase.

• Desk review of the project and requirements, background information and related reports (existing relevant VCA reports, provincial/district government reports and statistics, etc.) on agriculture, agroforestry and forestry models in the project sites in Northwest region and Central Highlands. The desk-review will help enable the formulation of ideas and questions for further discussion with local authorities, communities, and other stakeholders during the inception visit.
• Conduct a research visit to each province to meet relevant government departments and stakeholders to obtain an overview of the local agriculture/forestry development (i.e. agricultural-forestry production situation, local development and orientation plans and programs), identify and meet potential private companies and buyers, develop a list of relevant contact points for each targeted project site (including relevant local authorities, value chain actors) to be in-depth surveyed. The inception phase will help the consultant/consultancy group refine the key product value chains and design detailed field surveys and questionnaires.

• Conduct field surveys and data collection of key agricultural, agroforestry, forestry product value chains in the project areas with special attention to the analysis of chain weaknesses and strengths on on-farm practices and off-farm side such as planting, harvesting and postharvest processing knowledge/practices, agri inputs, financing, and commercial viability for potential value chain upgrading. Note that certain key information could also be collected through other assessments e.g. the livelihoods and socio-economic assessment is likely to involve household interviews and collect data on farmer practices, products produced, access to finance etc. The surveys are expected to allow development of economic and financial analysis (such as cost-benefit analysis, or cash flow modelling) of the farm models promoted by the project market potential and demand assessment (levels of domestic and global consumption, capacity to absorb additional supply, demand trend and requirements for local and global market access for small-holders, etc.), and recommendation of initial Market-based Solutions for project interventions.
• Conduct local-level ground-truthing and consultation (for example focus group discussions with farmers participating in the selected value chains) facilitated by the SNV team, to collect data and/to test and revise the findings;
• Conduct interviews with selected officials (local and national government officials) and other key actors from the private sector and financial sector in relevant supply/value chains.
• Interviews of farmers organizations, agricultural-forestry cooperatives, and trader's associations, among others participating in value chain activities.
• Develop a farm and household-level CBA/EFA based on secondary data, cross validated with interviews and on the ground research.

The final output of the analysis will be an internal report.

The overall objective of the assignment is to review and strengthen the digital supply chain traceability system linked with satellite-based deforestation monitoring in collaboration with companies/cooperative. This will allow private companies and other value-chain actors to trace supply and demonstrate compliance with certification/standards, and deforestation free requirements. Create and print QR codes with full traceability information of each company/cooperative supported by Cafe-REDD.

Detailed Tasks

The expected tasks to meet this objective are as follows:

Job Description:

• Melakukan pengawasan pengendalian sesuai dengan standard operating procedure (SOP) perusahaan dan instruksi kerja(WI) yang digariskan perusahaan atau atas intruksi atasan untuk kepentingan perusahaan.
• Melakukan komunikasi dengan baik ke pelanggan.

• Merespon keluhan pelanggan maksimal 2 jam, sejak keluhan masuk dan melakukan tindakan langkah perbaikan maksimal 24 jam dari janji yang disepakati.

Responsibilities

• Ensure efficiency, effectiveness, and excellence in service delivery.
• Handle escalated customer inquiries and complaints promptly and professionally, seeking resolution in a timely manner.
• Collaborate closely with cross-functional teams such as Product, Operations Planning, Business Team, and others to address customer issues and improve processes.
• Develop and implement strategies to enhance the overall customer experience and satisfaction.

• At least 3 years of experience in the Customer Service industry.

• At least 1 year of experience as a Team Leader, Supervisor, or equivalent position.

• Proven experience in handling escalations and resolving customer issues effectively.
