Job Purpose

Reporting to the Senior Manager, Digitalisation, The primary role is to manage the planning and execution of the National eInvoicing Initiative and to support other initiatives related to Digitalisation under the National eCommerce Strategic Roadmap 2.0 (NeSR 2.0)


Duties and Responsibilities

National eInvoicing initiative Implementation

  • Manage and facilitate the infrastructure development for Malaysia's National eInvoicing initiative
  • Manage the development of business requirements, technical and systems requirements and localisation of the eInvoicing framework to suit Malaysia’s implementation for the National eInvoicing interoperable framework
  • Propose and manage execution plan according to eInvoicing framework requirements
  • Monitor and manage eInvoicing framework’s communities and adopters
  • Develop and enhance domain knowledge in eInvoicing and able to provide str ategic feedback on the subject
  • Discover and identify best practices, external trends and case studies that are relevant to eInvoicing implementation in Malaysia

Project Management

  • Manage the implementation of various workstreams under the NESR 2.0 approved program according to planned milestones and timeline
  • Prepare relevant documentation and provide comprehensive updates regarding project implementation
  • Ensure projects are implemented in an integrated and coordinated manner, with alignment to corporate policies, standards and guidelines
  • Identify risks and issues that can possible delay the project implementation
  • Propose countermeasures and solutions to mitigate the risk of identified issues
  • Manage procurement related activities in accordance with MDEC’s policies and guidelines
  • Manage and monitor the program budget and spending whilst working closely across the department to ensure delivery of the agreed KPIs.
  • Work closely with internal and external stakeholders to achieve project milestones and escalate any gaps/delays/issues in a timely manner


  • Support the execution of projects under NESR 2.0 related to Digitalisation and eCommerce logistics
  • Support the execution of other projects and assignments as and when required


  • Bachelor’s Degree in Business/Management or other related fields
  • Experience in eCommerce, eInvoicing, Finance, Business and Trade documents will be an added advantage
  • A graduate with min 5 years of experience, the jobholder will have gained experience managing projects or is an experienced individual contributor who has experience and knowledge of digitalisation.


  • Strong analytical and critical thinking skills
  • Experience and/or understanding of the works and processes in
  • executing national level projects and stakeholder’s engagement
  • Excellent written and verbal communication skills in English and Bahasa Malaysia
  • Works well with colleagues and adaptable to cross-functional roles
  • Able to work efficiently under minimal supervision
  • Hardworking and proactive in executing assigned tasks
  • Strong relationship building skills with internal and external stakeholders
  • Possess leadership skills to effectively manage and motivate the team
  • Demonstrates resourcefulness and objective oriented mindset
  • Proficient in Microsoft Office products such as Excel, Power BI, Word and PowerPoint
  • Understanding of Industry Dynamics, Business Issues and Technology with respect to eCommerce
