Senior Manager, Digital Inclusive Community

Develop, implement, and monitor scale-up plans of digital inclusion programme(s), which enable and drive community participation and adoption of digital business models/solutions for economic gains, focusing on sharing/gig economy models. 


1. Develop and implement engagement strategies for the different target community segments, in collaboration with related government stakeholders and community channel partners (NGOs, associations, private sector)

  • Identify and define target community problems and needs, and the associated gaps and challenges to effect participation and adoption
  • Develop value propositions and win-win leverage formula for collaborations with community channels to scale impacts
  • Manage engagement with stakeholders for the different target community segments, on programmes implementation and coordination
  • Manage programmes reporting and community/stakeholders feedbacks mechanism

2. Lead implementation of programme(s) enhancement and/or improvement measures, to meet programme(s) objectives and targets.  Areas of focus shall include:

  • Effectiveness of programme(s) approach and contents to:

- Develop competitive and top quality digital freelancers community that can be part of the global online workforce, earn high income, and export services globally

- Expand pool of gig workers for different service segments to cater to market demand and geographical coverage

- Cater to the different readiness, qualification/skill background, demographic and geographical location of target communities, to participate effectively in the programmes

- Enhance programme values to the different target communities

  • Building a national pool of gig workers and global online workforce, with marketable database of profiles and skill segmentations – aligned to market demand.  This includes planning and managing strategic sub-programmes to improve the marketability of local freelancers, especially in industry-relevant trainings, internships and/or certifications

3. Plan and lead implementation of programme(s) supply-demand matching mechanism to enhance realisation of programme(s) impacts, as part of programme value propositions to both the community and digital platform industry players

  • Engage and collaborate with digital platform partners to strategise expansion of the different target community segments participation
  • Plan and implement engagement and on-boarding of communities in accordance to market demand and/or expansionary plans

4. Establish and manage improvement of all processes related to programme(s) operations and delivery of value propositions to communities, government stakeholders and industry partners.  These include among others:

  • Management of performance and effectiveness of community channel partners
  • Management of community engagement performance, including management of programme(s) social media, events, and publications (online and offline)


  • Minimum 10 years of project management/ strategy & planning experience preferably related with freelance economy and at least 5 years in Managerial position
  • Bachelors and/or Master Degree in any related field
  • Highly motivated, active participation, possesses dynamic mindset and a go-getter
  • A team player, enjoys cross-functional roles, challenges status-quo, adaptable, hardworking and professional
  • Understanding and knowledge on freelance economy and existing network with freelancers and community leaders/stakeholders is an added advantage
  • Strong verbal and written communications skills are a must, as well as relationship building skills. Demonstrated ability to work effectively across internal and external organizations is key
  • Ability to perform data analysis to drive actionable insights and lead relevant campaigns
