Description

Objectives
  • Accountable for Talent Acquisition (TA) topics for BASF Malaysia and its subsidiaries/joint venture.
  • Accountable for in country TA on local policy development, activities and or programs to support the talent acquisition funnel and KPI's, continuous improvement, and/or providing expertise to other HR colleagues to achieve business objectives.
  • Drive & influence TA initiatives in alignment with regional HR, business objectives and country policies.
Job Description Stakeholder Management
  • Partner with the HR Head, Business Heads and Local HR Business Partner to design and execute customized candidate recruiting plans to address current and future talent needs.
  • Establish and maintain meaningful relationships across management and key cross-functional stakeholders, including external recruitment agencies and recruitment partners.
Employer Branding * Responsible for the development and maintenance of the global and local Employer Value Proposition (EVP)
  • Develop and execute a clear communication program to bring visibility to the Company's value proposition externally and internally.
  • Works with identified network or industries to build brand credibility and expose the new workforce to BASF as an employer.
  • Utilize innovative ways of communicating with potential employees, i.e. social media platform, networking, targeted advertising, etc.
Recruitment
  • Develop an integrated sourcing and recruiting approach to support the Company's growth needs and achieve hiring KPI's.
  • Drives overall TA standards nationwide via building a strong foundation for programs, policies and practices.
  • Monitors the performance of the RPO to maximize productivity of investment
  • Explore, evaluate, review and or select recruiting partners that are relevant to achieve business objectives.
  • Monitors performance of recruiting partners from a perspective of relevance, quality of service, cost effectiveness to meet business demands.
  • Oversees the usage of recruitment tools and other systems that enables effective and efficiency of the recruiting process.
  • Develop and utilize dashboards to track overall TA performance, create local recruiting report which enables informed business decisions.
  • Introduce innovative hiring methodologies through identifying unique and non-traditional sources for finding candidates.
  • Provides insights and recommendations on recruiting strategies and best practices that contribute to the achievement of the recruiting KPIs and the business demands.
  • Participates in the selection process for key positions in the organization in consultation with stakeholders. Manages complex hiring and or negotiates on special or confidential roles.
  • Establish, review, monitor and or implement the various programs in supporting the overall recruitment philosophy.
Apprentice Program & Internship Program
  • Together with Learning and Development, contributes to the successful deployment of the Apprentice and Internship program.
  • Drives the promotional campaign of the Apprentice program and Internship programs with identified key universities based on business requirements.
  • Monitor and obtain feedback from interns and provide management with feedback on the progress of the intern.
  • Encourage and establish ideas with BU or FU on internship opportunities in order to drive towards a constant talent pipeline.
  • Review and recommends to the Company relevant or required apprenticeship program to fulfil skill requirements / gaps of the organization.
Policies, Process and Programs / Projects
  • Lead and manage any TA related projects or campaigns that supports the on-going changes in the TA landscape. E.g. Technology, process improvement, data analytics, etc.
  • Participates in local, company or external audits as and when required.
  • Monitors TA service cost and ensures SDM is applied in a fair and consistent manner.
  • Works closely with controlling to monitor budget spend and forecasts.
  • Proposes opportunities for cost efficiencies with stakeholders which supports value to business.
Requirements Education: * Degree or Masters in Human Resources, Business Management or Economics

Working Experience:
  • At least 6 - 8 years working experience as a HR generalist with at least 2 years with recruiting experience in a large multinational or local conglomerate with international presence or manufacturing organization.
  • Demonstrated knowledge of strategic sourcing strategies including direct sourcing, selection techniques and diversity recruiting.
  • Familiar with similar industries (Manufacturing / Technology / Shared Services / Industrial Products)
  • Enjoys working with diverse stakeholder groups and is results orientated
  • Able to work in a fast paced and demanding environment
  • Communicates effectively and is a collaborative relationship builder
  • Has passion for technology and or digitalization to champion change and innovation
Technical & Professional Knowledge:
  • Familiar with Malaysian Employment Act, Malaysian Industrial Relations Act and the Trade Union Act.
  • Has exposure with Applicant Tracking System (i.e. Taleo)
  • Experience in Competency Based Interviewing, assessment methods, assessment centers and selection tools
  • Project Management skills (non-certified)
