Under the guidance of Manager, Research Finance, the post holder will provide accounting support to WorldFish’s research and research finance team as required.

Roles and Responsibilities
  • Manages project accounts through processing, accounting, recording, monitoring and analysis of project related accounts including partner’s accounts.
  • Develop project proposal costing and annual budget based on established costing and budgeting guidelines of WorldFish and funding institution.
  • Review and provide financial input during the pre-agreement and project kick off meeting (i.e. review financial report timeline, payment term, eligible costs, etc).
  • Ensure projects are carried out in full compliance with donor’s financial rules and regulations, i.e. project expenses are eligible expenditures to the project and comply with donor’s expenditure eligibility guidelines.
  • Monitor and review (with project leader) the project budget throughout project lifecycle, including work with project leader in updating or revising budgets both for internal and external purpose (NCE, CE or budget realignment requests to donors).
  • Prepare and upload the project budget/revised budget into the system.
  • Support project leader on Full Time Equivalent (FTE) monitoring, analysis and revision.
  • Timely and accurate preparation of periodic financial reports for management or internal review and submission to various stakeholders as stipulated in donor’s grant agreement/contracts and WorldFish internal reporting timeline.
  • Prepare monthly financial reports/analysis on expenses/spending and forecasts for project leader and other relevant stakeholders.
  • Ensure that project closure in relation to financial management of the project is well coordinate and planned, including all closure steps are adhered to e.g. final deliverables and billings, expense and valid accruals posted in the system, reconciliation of project balances.
  • Facilitate donor audits/reviews and ensure that donor audit requirements and timelines are met.
  • Ensure partner financial management (i.e. financial input to PLA, advance monitoring and review of partner expenditure) are full compliance with WorldFish and donor’s financial rules and regulations.
  • Any ad-hoc assignments required to support the Financial Management of assigned projects.
Requirements

This job is open to Malaysia citizen with the following skills and qualifications:
  • A Bachelor’s Degree in Accounting, or membership with a professional accountancy body (e.g. ACCA, CIMA, CPA Australia, MICPA).
  • At least 3 years of accounting and/or audit experience, preferably work experience in multi-national firms and a member of MIA. Experience in a non-profit set up and understanding of project management is a plus.
  • Knowledge of regulatory, contractual, legal and financial compliance requirements associated with any of the major donors of WorldFish (European Commission, USAID, WorldBank, etc).
  • Financial Accounting & Reporting experience (using an ERP system such as Oracle, SAP or ABW), Data Analytics (via Microsoft Excel).
  • Possess competency skills in the areas of financial management, financial organization, financial accounting, financial analyses and contract interpretation.
  • Ability to render sound financial advice and deliver accurate and timely reports.
  • Proficient in written and spoken English.
  • A good team player i.e. able to work with all levels of staff (in HQ as well as Country Offices).
  • Demonstrate record of inter-disciplinary working, partnership building, and the desire to work in a collaborative, international environment.
  • Show good self-initiative, pro-active and able to work independently.

Salary and Benefits

This is a Nationally Recruited Staff (NRS) position with monthly salary in between MYR 4,600 - MYR 5,700 and WorldFish's NRS shall receive comprehensive benefits including (but not limited to) excellent insurance coverage for staff and eligible dependents, and 15% pension / provident fund contribution.

Our Offer

This position will be based at WorldFish’s headquarter in Penang, Malaysia. Interviews are expected to be held in May 2019. Only shortlisted candidate will be notified and expected to attend the interview. The successful candidate should be available to commence as soon as possible for an initial 3 yearsfixed term contract, with the possibility of contract renewal depending on performance and funding situation.
