Job Purpose 

Implementation of the funding framework of MDEC-managed grants covering policies, procedures and guidelines in awarding financial assistance and fiscal incentives, by performing project due-diligence, secretarial function and project implementation & monitoring to ensure efficiency, transparency and integrity of the processes.

 
Duties & Responsibilities 

1. Perform grant advisory, due-diligence and assist in evaluation exercise to ensure achievement of objective as agreed in the grant program framework.

• Participate in developing the grant framework and formulation of detail grant guideline and processes;
• Checking completeness of the application documents for the applicant to be qualified as grant applicant, and perform due-diligence and evaluation process;
• Prepare necessary documents leading to approval process of the grant;
• Maintain proper record, filing and handling confidentiality of client.

2. Regular grant monitoring exercise to ensure achievement of objective, timely grant disbursement and respond on problem areas.

• Perform scheduled or selective monitoring visits and receive claim submission;
• Performing due-diligence on grant claims and preparing project status report covering the project performance, issues and recommendation, and getting endorsement for grant disbursement;
• Propose an efficient reporting format on monitoring findings for follow-up action and escalation for resolution;

3. Deliver the grant results in an integrated manner by ensuring effective cross divisional function coordination with internal and external parties.

a. Managing the grant secretarial functions as follow (but not limited to):

i. Grant approval committee meeting & logistics;

ii. Approval documents preparation & endorsement;

iii. Proper recording and maintenance of clients’ filing;

iv. Safeguarding clients’ & projects’ confidential information;

b. Timely reporting of grant performance as required by performance manager

c. Timely resolution to grant project issues while managing clients’ and stakeholders’ expectation on the program;

4. Active participation to support the achievement of the business departmental and divisional goals. Participation in divisional management forums, meetings and corporate initiatives. Additionally, attend to ad-hoc assignment as required by management.

5. Efficient use of resources and time for work improvement to achieve client / team / personal goals.

• Perform research for process improvement and on par with industry practices;
• Regular monitoring of performance of each grant’s project evaluation to ensure the SOP is adhered to.

Qualifications 

• Minimum Degree in Finance, Accounting, Economics, Business Administration or Information Technology.
• More than 4 years working experience, with minimum 1 year in managing project or grant.

Job Description:

Provide expertise for IT infrastructure (e.g. servers, network), application infrastructure (e.g. SAP), and related services (e.g. Business Continuity) throughout the lifecycle of a deal in accordance with contractually established terms and conditions and established technical standards. Provides technical input, solutions, and recommendations to deal pursuit. Engaged in and provides support for transition/transformation efforts. The incumbent will be based in Cyberjaya but will be a member of the budget and business planning team in Singapore and be responsible for the preparation and analysis of monthly management reports (actual vs budget), assisting in monthly/quarterly/year-end close activities for project cost accruals.

Management Reporting

• Performing monthly allocation of cost across cost centres/lines of business post month-end closing

Project Cost Reporting

Month-End Close

Job Requirements :

• 5+ years of experience in accounting, management reporting, FP&A

• Asset management experience a plus

• CPA or equivalent.

• Complete the upload of Retro Reinsurance templates provided by local BUs
• Send reminder and follow up on Reinsurance Templates not received to ensure the completeness of the Reinsurance uploads
• Perform IC matching and ensure zero variance and any variance supported with justification
• Prepare and send Reinsurance Debit Note to local BUs
• Perform Incoming Receipt of Reinsurance when fund was remitted by local BUs
• Perform reinsurance settlement to local BUs
• Send settlement reminder and follow up with un-remitted fund with local Bus
• Provide estimated payment and receipts to Treasury team to assist in cashflow planning and projection

• Financial Reporting & Analysis:

• Prepare local BUs’ IFRS templates and analysis on a quarterly basis for submission to Group Finance for consolidation purpose and response all queries relating to the IFRS templates and analysis if any.
• Assist local BUs in preparing the calculations and postings of delta ledger to derive the Adjusted Net Worth and Economic Balance Sheet position.
• Assist to prepare monthly management reporting including management account, byline and longsheet reconciliation and report generation and etc
• Handle audit of local BUs by ensuring timely and quality delivery of items requested by the external auditors by coordinating with external and internal parties.
• Develop and update Control Checklist, Training Materials and Business Process Manuals as and when new enhancement is identified, implemented and communicated for the current process and workflow to ensure continuity in the team

• Perform UAT as and when required
• Perform other month end closing activities and ad hoc requests as and when required

Job requirements:

• Degree holder in Accountancy with professional qualification in ACCA or equivalent
