1. Submission of application

• Facilitate and provide consultation to applicants in submitting online application process.

2. Due-diligence on applications

• Perform documentation completeness check on submitted applications.
• Conduct due-diligence on applications, new or existing. Provide comprehensive review and feedback based on the submitted applications.
• Analyse the business and financial aspects of the applications to determine the value-adds of the proposal i.e. innovation, uniqueness, scalability, impact to industry vs country, job creation, investment into the country.

3. Presentation to the Approval Committee meeting

• Present the evaluation and recommendation to the Approval Committee for discussion and decision.

Duties & Responsibilities 

Programme Management

Project planning, develop value propositions and implement the development of DE Rantau programme:

• Plan and implement the programme, focusing on promoting and engaging active participation of the targeted communities and platforms/ digital service providers.
• Facilitate and participate in engagements with the public & private sectors and general public in creating value add propositions to the target communities and market.

Strategy 1: Development of DE Rantau Hubs in selected locations

• Plan and implement the development of DE Rantau Hubs at selected locations, working closely and consistently with the relevant state/ local councils/ relevant ministries and agencies. This include coordinating awareness/ briefing, onboarding and various networking sessions to ensure high participation by the target communities i.e. accommodation owners and providers including hotels, homestays, resorts, chalets etc.
• Initiate, manage and facilitate the appointment and management of service providers (DE Rantau Hub Partners) which will assess, certify and monitor DE Rantau Hubs.
• Revise and review the criteria and value propositions of DE Rantau Hubs and facilitate the selection process with DE Rantau Hubs Partners.
• Drive efforts to ensure the yearly KPI for DE Rantau Hubs are achieved as planned, and continuous improvements are made to sustain DE Rantau’s programme offerings.

Strategy 2: Development of DE Rantau Ecosystem Services

• Assist with the planning and implementation of various digital and platform service providers based on the respective service sectors which will help supplement the livelihood of digital nomads, DE Rantau Hubs and the businesses in the selected DE Rantau locations.
• Assist with the development and revision of criteria and value propositions for DE Rantau Ecosystem Services and facilitate the selection process of DE Rantau Ecosystem Services Partners.
• Assist with the awareness, onboarding and rolling-out activities with DE Rantau Ecosystem Services Partners to ensure that the yearly KPI for DE Rantau Ecosystem Services is achieved as planned.
     

Qualifications 

• Bachelor Degree in any related field.  
• At least 5 years of working experience preferably in technology/ consultancy/ business related function with experience in business development, project planning and implementation.
• Experience in tourism, hospitality, travel, retail and F&B as well as digital adoption initiatives would be advantageous.

Procurement

Contracts

Key Role Statement

• The vendor Contracts Manager is a support role to the Client Project Manager and Client Contracts Manager providing project supports in the areas of supply chain management, contract services and equipment procurement, contract execution and contracts management. The Vendor Contracts Manager will be an extension of the Client Contracts Manager to provide the tactical project execution reporting to the Client Contracts Manager.
• Support the Sourcing & Procurement of GC’s, AE’s, Commissioning Agents, QA/QC, LLE, PM, Project Controls and Site Selection Due Diligence services. Also support any other “goods” and “service” needed by the project that is paid out of the capital project (specialist consultants).

Responsibilities and Deliverables

Supply Chain Management

• Manage the Contract Procurement Plan and regularly report out on performance of same.
• Facilitate project / campus level vendor oversight and performance management.
• Provide audit and oversight of the GC trade subcontract procurement plan including the recommendation of client nominated bidders.

Contract Services/LLE Procurement

• Own the site / campus specific RFP & Contracting Processes.
• Maintain a diversified supply chain, mitigate supplier capacity and schedule risks
• Perform supplier sourcing, prequalification, bid list process for new suppliers
• Onboarding of new Regional/Site suppliers
• Manage drawdown of services/LLEs from Regional Frameworks.
• Critically appraise contracts documents to ensure requisite quality of the package prior to RFP / Contract.
• Manage contractual exceptions process in consultation with Client Legal team.

• Contract Execution

• Draft contract documents in strict accordance with Client Legal team approved contract templates.
• Work closely with the Client to ensure effective and timely document processing and management of contract documents.
• Review and sign off on all Change Orders.

• Contracts Management

• Draft Contractual Notices for the Client Team.
• Administer the claims management process.
• Monitor Contractor’s delay/claim notices and draft responses as required.
• Monitor changes on the project and flag any potential impact to the project.
• Manage the Dispute Resolution Process as appropriate in support of Client Legal.
• Manage the Stage 2 Lump Sum / GMP process and engage Project Controls team as appropriate.
• Manage insurance related matters for the project
• Provide on job contract advice to the Client Project Management team.
