The objective is to undertake a scoping study and preliminary value chain (VC) analysis for coastal fisheries in Mozambique’s Sofala Bank Region and produce a costed indictive AWP for reduce fish losses and wastes and adding value in small scale fisheries.

The study will provide an overview and mapping of the coastal/marine fisheries VC and make thought-through proposals on which fisheries WF could focus to best contribute to the objectives of the AABS project and a sustainable Blue Economy, looking at the VCs where the private sector and women play (or can play) a role.

This work will constitute a detailed assessment of various VCs' operations and their impact on sustainable development's leading economic, social, and environmental dimensions. The work seeks evidence-based analytical content rather than a definite performance appraisal.

The study will identify focal areas for engagement through WP3 of the AABS project – Scaling Climate Smart Technologies to Reduce Food Loss and Waste and Add Value to Coastal Fisheries in Mozambique.

Scope of Work

This consultancy involves a holistic analysis of the coastal fisheries value chains in Mozambique’s Sofala Bank Region, integrating the review of national strategic documents and census data to identify opportunities for sustainable development and efficiency improvements. Through data collection, stakeholder engagement, and strategic analysis, the project aims to support scaling climate-smart technologies, reducing food loss, and adding value within the sector, aligning closely with national priorities, and contributing valuable insights for the AABS project's WP3 objectives. This includes the following points:

1. Review the latest national strategy for fisheries and the most recent government census on fisheries to align the study with national priorities and data.
2. Employ mixed methods for data collection, including stakeholder interviews, surveys, and field observations across the Sofala Bank Region.
3. Analyze the fisheries value chains highlighting opportunities, constraints, and sustainability impacts.
4. Integrate insights from the national fisheries strategy and census data to ensure relevance and alignment with national goals.
5. Conduct workshops to validate findings and engage with communities for social and environmental insights.
6. Develop actionable recommendations for WP3 of the AABS project, focusing on technology scaling, loss reduction, and value addition.

Deliverables & Due Date

The consultancy period will be from June 1, 2024 – July 31, 2024 (8 weeks)

Deliverable 1: A detailed study work plan was submitted to the WP lead.

Deliverable 2: An interim report on the VC analysis of coastal fisheries in Mozambique’s Sofala Bank Region. 

Deliverable 3: Draft report with Actionable recommendations (AWP) for postharvest interventions to improve sustainability and efficiency within the value chains.

Deliverable 4: A Final report and Presentation of the main findings and recombination to the stakeholders (Govt and Non-Govt project partners, and other VC actors).

Skills, Experience and Knowledge (required to perform this task)

This assignment is best carried out by two experts working in partnership. Both experts must possess a blend of analytical and research skills, with proficiency in quantitative and qualitative methodologies and experience in Value Chain Analysis. They should have significant experience in the fisheries sector, particularly in sustainable management practices, and a proven track record of effective stakeholder engagement and field research in challenging environments.

Additionally, comprehensive knowledge of Mozambique’s fisheries dynamics, familiarity with national and global fisheries policies, and an understanding of environmental and social sustainability principles are essential. Excellent communication and project management skills are required to navigate the complexities of the project, deliver insightful analyses, and propose actionable solutions within the designated timeline.

While the two experts would share a number of tasks, one would be primarily responsible for institutional aspects and the enabling environment.  The other would have primary responsibility for assessing commercial and private sector aspects.

Other Requirements

• The ideal candidates should have at least 10 years of experience in the international development sector, underscoring a profound understanding of sustainable development principles within fisheries and agricultural value chains. Their background should include related work in the fisheries sector, focusing on sustainability and management practices, bolstered by a solid track record of conducting similar scoping studies and value chain analyses across other East African countries. This experience should highlight successful stakeholder engagement, field research in varied settings, and effective project management.
• Knowledge of Mozambique’s fisheries dynamics and a grasp of regional and global fisheries policies will be crucial.
• Fluency in Portugues and English required.
• Experience working with national and international organizations such IDEPA - Instituto Nacional de Desenvolvimento de Pesca e Aquacultura, and EU & FAO respectively.

We are seeking a highly motivated and experienced consultant to provide technical support in fisheries post-harvest loss assessment and reduction, value chain upgrading, and enhancing sustainable livelihoods in line with project objectives for Tanzania.

The Consultant will play a critical role in enhancing the effectiveness of post-harvest management practices within the fisheries sector of Tanzania as part of the Asia-Africa Blue-Tech Superhighway project. S/he will provide technical expertise and guidance on reducing post-harvest losses, upgrading value chains, and implementing sustainable practices that promote gender equity and equality in small-scale fisheries. The Consultant's contributions will be instrumental in achieving the project's goal of sustainable livelihoods and strengthened value chains for smallholder fishers.

Scope of Work

1. Policy and Management Strengthening: Assisting in the review or development of management plans for small-pelagic fisheries in Tanzania.
2. Regulatory Framework Enhancement: Increasing compliance with fish quality and safety standards for Tanzanian market.
3. Market Expansion and Trade Barrier Reduction: Conducting situational analyses on market issues, and engaging officials regarding domestic and international (regional) trade of dried fish dagaa.
4. Technology Adoption and Infrastructure Improvement: Assessing storage, packaging, and processing needs; facilitating capacity building; supporting the establishment of processing technology hubs; and improving fishing technology in Tanzania.

Skills, Experience and Knowledge (required to perform this task)

• Expertise in Fisheries Post-Harvest Management: Proven track record (over 15 years) in implementing and advising on effective post-harvest handling, processing, and storage techniques in the fisheries sector in TANZANIA. Familiarity with the latest technologies and innovations that reduce wastage and improve product quality.
• Experience in Value Chain Analysis and FLW Assessment: Demonstrated ability in conducting comprehensive value chain analyses, identifying critical points of loss and inefficiency within the fisheries supply chain. Experience in applying FAO's methodologies in Tanzania context for fish loss assessment is highly desirable.
• Knowledge of Sustainable Livelihood Practices and Gender Equity in Fisheries: Deep understanding of sustainable livelihood approaches in the context Tanzanian fishery sector. 
• Communication Skills: Good verbal and written communication skills, including the ability to facilitate workshops and effectively collaborate with diverse stakeholder groups in local languages.

Your primary goal will be to work with WorldFish scientists and international partners in designing and conducting research to understand drivers of change and constraints (social, economic, environmental, institutional and policy) around Aquatic Food Systems within a system-based theory of change process.

Scope of Work

The consultant will provide support to the System-based Theory of Change (ToC) workshops and process that is taking place in WorldFish in relation to the AABS project in Bangladesh, Mozambique, Nigeria, Tanzania, and Kenya.

 For carrying out the abovementioned activities, the consultant is expected to:

• Analyze relevant documents made available from the county offices and the WorldFish Headquarters, such as ongoing and previous project documents and reports, previous ToCs documents, country strategic papers for fishery and aquaculture, and other relevant information and data (see deliverable 1)
• Contribute to setting a methodology and provide support to the overall system-based ToC for the projects and for WPs in the different countries. (see deliverable 2).
• Contribute to defining guidelines for developing a system-based theory of change in the space of aquatic food systems (see deliverable 3)
• Contribute to publishing a scientific article on the methodology employed in the development of system-based theory of change workshops in various countries (see deliverable 4) 
• Contribute to a scientific article to summarize the data, knowledge, and information collected from the country's case studies. (see deliverable 5)
• Contribute to a validation workshop and to summarize feedback and remarks to stakeholders (deliverable 6).
• Contribute to a scientific article analyzing how to understand aquatic food system challenges and define interventions and impact assessment based on system theory of change processes (deliverable 7).

Deliverables & Due Date

Skills, Experience and Knowledge

1. 10 years of project management experience in international agri-food systems.
2. PhD in agricultural economics, agri-food supply chains or agricultural studies.
3. Proven knowledge of systems thinking applications and participatory systems mapping in the agri-food sector.
4. Excellent track record of publications. The relevance of the publications will be taken into consideration.
5. Communication, mentorship, and teamwork skills in multicultural contexts.
6. High degree of cultural sensitivity and proven record of effective working relationships in multi-disciplinary, diverse teams, particularly in developing countries.
7. Strong interpersonal skills and the ability to work in multi-cultural and interdisciplinary teams.
8. Excellent communication skills and high proficiency in written and spoken English.
