Your Responsibilities
The IT Governance & Operations Officer is responsible for the day-to-day execution of IT change management, incident response, and vendor coordination across all systems supporting the firm's SFC-regulated activities. Working between internal departments and vendors, you will ensure that production changes follow controlled workflows, that incidents are triaged and resolved within SLA targets, and that every action is documented to audit-ready standards. This is a hands-on, process-driven position suited to someone who thrives on structure, follows through on every detail, and is comfortable with the documentation rigor expected in a regulated securities environment.
Change Management & Deployment
- Own the end-to-end change management workflow: classify incoming changes, coordinate testing and deployment with vendors, conduct post-deployment verification, and maintain the change log
- Coordinate and execute UAT for changes: draft test plans, manage test execution with stakeholders, document results, and produce UAT sign-off reports for senior IT management approval
- Manage pre-deployment checklists and assemble change request packages for changes; coordinate HKEx BSS conformance processes as required
- Drive emergency change documentation and post-hoc verification, supporting senior IT management in real-time decision-making during critical events
Incident Response & Resolution
- Act as first responder for IT-related incidents: detect, triage, and classify severity; escalate critical and high-severity events to senior IT management immediately
- Coordinate containment and service restoration with vendors; track response and resolution against SLA commitments; verify that services are fully restored before closure
- Maintain the incident log across all severity levels; assemble incident report packages; support root cause analysis and track corrective actions to completion
Vendor Coordination & SLA Monitoring
- Serve as the day-to-day operational contact with IT vendors for service delivery, deployment scheduling, and incident coordination
- Track vendor SLA performance across availability, incident response, security patching, and BCP/DR testing; prepare performance data for quarterly and annual vendor reviews; escalate missed targets
Records & Audit Readiness
- Maintain audit-ready documentation across all change, incident, and vendor monitoring activities
- Support regulatory inspections and audits by producing records and evidence within required timeframes
Requirements
Qualifications & Skills
- Bachelor's degree in IT, Computer Science, Information Systems, or related field
- 5+ years of experience in IT operations, IT service management, or IT governance at a licensed securities firm, broker-dealer, or fintech operating in a regulated environment
- Hands-on experience with IT change classification, deployment coordination, incident triage, severity-based escalation, and post-incident documentation
- Experience coordinating with outsourced or group-company IT vendors — SLA tracking, deployment scheduling, performance escalation
- Understanding of IT controls, audit trails, and recordkeeping requirements in an SFC-regulated or comparable regulatory context
- Clear written and verbal communication in English and Chinese (Cantonese or Mandarin)
Preferred / Bonus Qualifications
- Direct experience with IT operations at an SFC-licensed securities firm, including familiarity with HKEx BSS connectivity and conformance processes
- ITIL Foundation or higher certification
- Familiarity with cybersecurity incident handling and evidence preservation
