The Package Management Lead is a senior leadership role within the PDMC team, responsible for the overall management, coordination, and performance of all project packages across a large-scale, complex infrastructure programme.
This role provides governance, direction, and oversight to all Package Managers, ensuring consistent delivery practices, robust interface coordination, and alignment with project-wide design integration, system interfaces, operational requirements, quality, and programme objectives.
Key Responsibilities
- Leadership & Governance of Package Management
- Lead, manage, and supervise all Package Managers across the PDMC team, including assignment of packages, definition of responsibilities, and performance management
- Establish consistent working practices, delivery standards, and reporting requirements to ensure uniform execution across all contracts
- Drive strong delivery discipline across all packages in a highly regulated, safety-critical project environment
- Package Delivery Oversight
- Take overall responsibility for package-level delivery performance, ensuring effective management of:
- Design submissions and staged approvals
- Design review cycles and multidisciplinary coordination
- Comment resolution and traceability
- Interface coordination across civil, E&M, and system-related packages
- Compliance with statutory and client requirements
- Ensure deliverables support both construction and future operational readiness
- Standardisation & Process Assurance
- Ensure consistent application of PDMC processes across all packages, including:
- Design review and assurance workflows
- Interface and systems coordination procedures
- Quality assurance and compliance frameworks
- Reporting, documentation, and audit requirements
- Promote a culture of quality, traceability, and compliance aligned with stringent authority expectations
- Interface & Integration Management
- Coordinate across all packages to ensure seamless integration between contracts, disciplines, and systems, preventing siloed delivery
- Drive alignment with overarching design integration and system performance objectives
- Identify and manage cross-package dependencies, including those related to operational interfaces and staging constraints
- Cross-Functional Coordination
- Work closely with Design, Interface, Quality, Programme, and System Integration teams to ensure:
- Functional and operational requirements are clearly defined and embedded at package level
- Inputs from all disciplines are coordinated and closed out effectively
- Integration risks are identified early and mitigated
- Performance Monitoring & Intervention
- Monitor package-level performance, including:
- Submission progress and approval cycles
- Design review turnaround times
- Comment closure and compliance tracking
- Interface coordination effectiveness
- Intervene proactively where performance gaps arise, implementing recovery plans to maintain programme commitments
- Risk & Issue Management
- Identify, manage, and resolve cross-package issues, conflicts, and dependencies, including those affecting:
- Design integration and constructability
- Authority submissions and approvals
- System interfaces and operational constraints
- Quality assurance and compliance
- Escalate major delivery risks or systemic issues to the Project Manager with clear recommendations
- Reporting & Data Governance
- Enforce discipline in documentation, configuration control, and traceability across all Package Managers
- Ensure audit-ready records in line with regulatory and client requirements
- Consolidate package-level delivery status, risks, and issues into structured inputs for:
- Project reporting and dashboards
- Senior management and client briefings
- Project-Wide Coordination Support
- Support the Project Manager in maintaining overall coordination of the PDMC scope
- Ensure all packages are aligned with programme milestones, integration requirements, and client expectations
- Contribute to delivering a fully integrated, safe, and operationally ready asset
Key Requirements
Qualifications & Experience
- Degree in Engineering, Construction Management, or related discipline
- Minimum 15 years’ experience in large-scale infrastructure or major capital projects, preferably involving complex, multi-system environments
- Proven experience managing multi-package, multi-contract project delivery
- Strong background in design management, interface coordination, and systems integration
Technical Capabilities
- Strong understanding of multidisciplinary coordination across civil, building services, and system elements
- Experience in managing projects with stringent safety, operational, and regulatory requirements
- Familiarity with Hong Kong statutory processes and engagement with approval authorities preferred
- Experience in BIM-based coordination and digital delivery environments
