Job Description
On behalf of our Healthcare sector, Affinity Healthcare Solutions is seeking a visionary Program Leader to provide both strategic and operational leadership for a large‑scale national initiative. This role is accountable for long‑term planning, roadmap development, stakeholder engagement, risk management, performance measurement, and end‑to‑end execution across all phases of delivery. The position requires deep expertise in trust frameworks, digital identity, and interoperability governance, along with a strong understanding of the Canadian health system landscape. The Program Leader ensures alignment between strategic objectives and day‑to‑day operations while maintaining high standards of reliability, security, and collaboration across diverse stakeholders.
Responsibilities
Strategy & Planning
- Develop and maintain an annual workplan aligned with overarching system priorities, establishing clear objectives, milestones, and measurable outcomes.
- Monitor progress on an ongoing basis, proactively identifying risks and opportunities, and adjust plans as required to ensure successful delivery.
- Contribute to long‑term strategic planning by identifying trends, policy considerations, and emerging needs related to trust, interoperability, and digital readiness.
Advocacy & Awareness
- Act as the primary advocate for a national trust framework, clearly articulating its purpose, value proposition, and system‑level benefits to clinicians, policymakers, decision‑makers, and the public.
- Translate complex trust models and interoperability concepts into clear, compelling narratives that drive understanding, alignment, and adoption among diverse stakeholder groups.
- Represent the initiative at conferences, working groups, and national forums to build awareness and sustain momentum.
Alliance Building & Co‑Design
- Build and maintain strong partnerships with regional, provincial/territorial, federal, and sector stakeholders to ensure the trust framework is inclusive, scalable, and responsive to real‑world needs.
- Lead collaborative design and co‑creation sessions that engage cross‑sector participants and reflect frontline operational realities, including privacy, patient safety, and data‑sharing workflows.
- Support alignment across partner strategies and foster a culture of shared ownership within the broader trust ecosystem.
Pilot Implementation & Evaluation
- Identify, engage, and secure an initial early‑adopter site to serve as the foundational pilot for the trust framework.
- Lead end‑to‑end pilot planning and execution, including requirements analysis, stakeholder onboarding, readiness assessments, implementation oversight, and issue resolution.
- Define success metrics, KPIs, and evaluation methodologies to assess impact on outcomes, system efficiency, user experience, and data protection.
- Deliver evidence‑based insights and recommendations to inform future scale‑up and broader adoption.
Governance & Operating Model Development
- Design and refine a long‑term governance model, including roles, decision‑making structures, legal agreements, accountability mechanisms, and ethical considerations.
- Establish a sustainable operating model that supports the evolution of the trust framework from a pilot initiative into a permanent national capability.
- Define policies, processes, and oversight mechanisms to ensure the framework remains adaptable, secure, and interoperable as technologies and system requirements evolve.
Team Leadership
- Provide leadership, coaching, and guidance to team members, fostering a high‑performance, collaborative, and inclusive culture.
- Set clear expectations, support professional development, and promote effective teamwork across functional areas to enable coordinated delivery and shared success.
- Champion cross‑functional collaboration with architecture, delivery, partnerships, privacy, and compliance teams.
Qualifications
- Undergraduate Degree in related field. MBA, or other related graduate level education, preferred
- 15+ years in large-scale health informatics, public sector digital transformation, or complex program management
- A master of "soft power" influence —you can align competing interests without formal authority over every stakeholder
- A strategic mindset to see the 5-year roadmap, but you aren't afraid to dive into the details of a pilot implementation
- Deep understanding of health data standards, privacy legislation, and public sector procurement.
- Excellent written and spoken communication skills
- Ability to travel up to 10% of time
- Bilingual French and English preferred
