The Australian business is undergoing a period of exponential growth, following a run of successful PPP, D&C and EPC and O&M tenders in the major transport, renewable energy and building sectors. Responsibilities for this role include.
• Communicate with Owners, Partners, Representatives, Architects and Consultants;
• Optimize job costs by negotiating prices with vendors/sub-contractors through quotations for material/services;
• Coordinate bid preparation requirements with the Contract Administrator;
• Interface with Owner and other contractors to provide engineering and cost data regarding project feasibility;
• Prepare budgets, subcontracts, purchase orders and assist in preliminary project schedules;
• Ensure proper project hand off if project is taken over by another PM/Team;
• Review proposal specifications, drawings, soils reports and existing site conditions to determine scope of work;
• Mentor and manage Junior Estimators as assigned;
• Estimate Indirect cost including management, construction equipment and tools, support facilities;
• Review all proposals internally before being submitted to Owner and/or General Contractor;
• Review incoming structural concrete bid invitations to determine whether to bid the project;
• Lead and/or support successful competitive bid projects, lead design-build pursuits and Target Value Delivery opportunities;
• Engage in proposal presentations as necessary;
• Skills in interpretation of the tender and the application of the commercial and contractual agreement both at Head Contract and Sub Contract Level
• Skills in establishing cost code / work breakdown structure and competent contractual, commercial and legislative compliance skills
• Good knowledge of commonly used head contract conditions
• Ability to assess cost impact of contract conditions
• Ability to contribute to the development and/or revising strategic direction for projects or programs
• Knowledge of Safety, Quality and Environmental Management Systems and their application to operational requirements
• Knowledge of compliance and reporting procedures and processes and leadership in the communication of requirements
• Knowledge of risk management procedures, processes and management tools
• Understanding of legislation that could have an impact on project costs, e.g. environmental regulations
• Thorough understanding of widely used industry standard and specifications
• Ability to interpret specifications and standards and assess their impact on project costs
• Knowledge and experience of auditing compliance and reporting procedures and processes
• Training and mentoring of estimating staff and direct reports;
• Maintain strong and positive relationships with operations teams.
Requirements:
• Bachelor’s Degree in Engineering, Project / Construction Management.
• Preferably 10+ years’ experience in construction estimation, cost planning, tendering
• Multi-discipline estimating experience desirable
• Interpreting specifications and standards & assess the impact on project cost
• Accuracy on assessment of supplier and contract quotes
• Skills in relevant computer software packages
• Excellent communication skills with a strong math aptitude
• Experience in major civil infrastructure, underground design and build a must
• Proficient with Excel spread sheets
• Strong business communication and leadership skills
Annual salary package: $275 - $350K
