As the Programme Director for the UEC Recovery Plan, the post holder will work as part of a dynamic team responsible for the leadership, planning and overseeing delivery of the UEC Recovery Plan, working collaboratively with DHSC and wider Government, and NHS stakeholders across strategy, transformation, operations, and performance teams.

The post holder will be expected to manage very senior internal, external, and political stakeholders, giving confidence on both the programme’s successes and resolution of risks and issues. They will work closely with other directors and their teams, developing powerful and sustainable relationships with key stakeholders. They will motivate, support, and offer challenge on delivery, supporting managers and staff across NHS England when required.

Working with senior colleagues in the national and regional teams, the post holder will provide effective and visible leadership and will make a corporate contribution in implementing the outcomes of NHS England’s key priorities. Working closely with colleagues across the system, the post holder will:
1. Drive delivery of the UEC Recovery Plan, supporting and ensuring alignment across the system.
2. Drive reform and uptake of initiatives that support excellence.
3. Develop and communicate the iUEC vision and the development of strategy and operational policies to support this vision.
4. Engage with key strategic regional and national policy makers to inform development of strategy and policies.
5. Champion new initiatives or projects, as necessary.
6. Develop NHS England briefings to Ministers and the Secretary of State for Health and Social Care.

The post holder will also be responsible for leading on and shaping the response to all new areas and programmes of work that flow from planning and strategy discussions. They will provide personal, visible, and accountable leadership for the strategic alignment, development, implementation, and delivery assurance of the iUEC programme via their leadership of the urgent and emergency care PMO. The post holder will represent the National Director and other senior members of the iUEC team as appropriate, including representing them at senior team meetings and other senior stakeholder meetings, including with ministers, as needed.

An exciting opportunity has arisen for an enthusiastic and motivated senior doctor in training (above ST4 or equivalent) with an interest in leadership, management and quality improvement to join the Department of Acute Medicine, Whipps Cross University Hospital, as a chief registrar.


The chief registrar role provides senior trainees with 40-50% protected time to develop skills and confidence in leadership, management and quality improvement. Learning that chief registrars gain from the Royal College of Physicians’ (RCP’s) bespoke development programme will be put into practice in a supported environment that provides autonomy, flexibility and support to develop and support projects that address key local challenges and priorities. This may include service improvement, engagement and morale, education and training, workforce, and sustainability.

The chief registrar role is a leadership role for senior specialty trainees. The role provides 40-50% protected time to develop and implement local initiatives focusing on, for example, service improvement, engagement and morale, education and training, workforce and sustainability.

Chief registrars benefit from access to a bespoke taught development programme provided by the RCP, which runs from September 2024 to June 2025 and comprises five 2-day modules that chief registrars are expected to attend.

The chief registrar will ideally report to and be mentored by the medical director, a nominated deputy, or other senior clinical leader. The mentor role requires a minimum time commitment of monthly 1 hour meetings with the chief registrar, and this commitment should be taken into account when nominating a suitable mentor.

The chief registrar will also have a named educational supervisor for their clinical role, who may or may not be the same as their clinical supervisor.

There will be formal educational oversight of the role, with an induction, educational agreement, personal development plan and regular appraisals.

The principle requirement of the GMC is that the chief registrar role should be undertaken at a site approved by the GMC for training in the applicants’ specialty. What You Will Do

• Leads and executes APAC region Skin Health & Beauty (SH&B) pipeline aligned to the regional and global segment strategies for superior consumer experience through packaging and engages the cross-functional team to follow through.
• Develops strategic direction and packaging formats together with SH&B brand leads and formulation teams shaping the packaging design and functionality that delivers elevated aesthetics, quality and performance. Links technical knowledge to business strategy.
• Leads a diverse team of Packaging developers and engineers based in various regional hubs. Develops goals and success criteria for the team.
• Partners closely with Global Packaging teams of innovation, sustainability, experience, value realization and supplier excellence to support platform development and supplier selection.
• Partners closely with Global Packaging sustainability teams in embedding packaging sustainability playbook and guidelines into development of packaging specifications that delivers Kenvue’s sustainability commitments.
• Provides direction, management, and technical expertise in technology screening, product/process development, and implementation of a range of projects covering new package development, materials selection, manufacturing process/site changes, and continuous improvement opportunities.
• Influences department resource and budget allocation.
• Collaborates with packaging value realization, commercial & supply chain teams to optimize processes, packaging materials, and structures to deliver business targets.
• Recruits, trains, and develops staff and conducts performance management to ensure team effectiveness.

Key Responsibilities

• Partner with the X-functional team to lead new package development based on consumer insight, delivering the targeted consumer benefit and key claims, while meeting cost targets.
• Has expertise in integrating materials & process knowledge when leveraging digital tools such as CAD, modelling & simulation to streamline package development and guide the team to deliver right-first-time initiatives.
• Pilot & deploy process optimization opportunities for packaging development. Collaborates with supply chain, marketing, and formulation to identify opportunities and drive projects forward.
• Manages the identification of new materials and structures, and plans studies with the appropriate cross-functional team to validate consumer experience impacts of the new changes.
• Manages development process robustness for new products from research and development to manufacturing and their translation into specifications.
• Maintains accountability for best practices throughout product and process design. Implements methods for measuring performance to monitor the technical integrity of products.
• Lead, with help from the team, development of packaging development plans and drive alignment with the regional segment teams.
• Monitor and set up a high-efficiency team and lead team members to deliver innovation project pipeline.

What we are looking for

Qualifications

• BS / MS in Packaging /Mechanical / Polymer/Plastics/Chemical Engineering

Working Experience

• 8+ years (for MS/PhD Candidates)/ 10+ years of new package development/Technology transfer in luxury beauty/high-end CPG companies
