Job Description:

• Payroll and payment support (keying information into Bank System)
• Support Staff Claim (gathering information from staffs regarding expenses and arrange payment from Bank System)
• Issuing Invoice for clients
• Prepare Letter of Engagement with clients
• HR support (reviewing resume CV from candidate and arrange interview, and prepare Letter of Appointment)
• Support Searches (obtaining company information from ACRA etc)
• Support booking for restaurants, meetings, gatherings or flights
• Other ad-hoc duties when required

Job Requirements:

• Basic PC skill is required (Especially for MS Excel)
• Work experience as back office support
• Advanced level of English to communicate with both local coworkers and clients
• Business level of Japanese to read and write Japanese e-mails & documents and also communicate with Japanese clients and partners
• Attentive and willing to do office works.
• Cooperative with other members and hospitality for customer supports

HR Secretary– Job Scopes

· Provide full spectrum of day-to-day HR Secretary functions;

· Possess good knowledge of the Employment Act, Industrial Relations, and tax matters;

· Managing & communicating with relevant authorities & government departments such as MOM, MTI, EDB, PSG

Grant, and IRAS in matters relating to HR;

· Liaising with company secretary to E-lodge of documents to ACRA and other Government Agencies;

· Support in the implementation of corporate policies, procedures, and implementation;

· Handling confidential-related matters of the organization and Directors;

· Setting up an authorization system for corporate transactions with Government agencies;

· Involving in the recruitment process and preparing employment contracts/confirmation letters/Exit Interviews and other related HR documents;

· Handling onboarding, orientation, and training of new staff;

· Perform HR and office operational duties i.e. work pass matters i.e. new application, cancelling, and renewing;

Incumbent typical work assignments may include the following:

• Leads, develops and implements long-term recruitment and professional development related strategies to accomplish strategic goals and objectives, supporting the Agency from an enterprise wide perspective, to include, and in support of, HR Reform, Diversity and Inclusion, succession planning and retention and long-term recruitment and retention recommendations.
• Develops organizational strategies on use of incentives to compliment hiring strategies and assist in improving overall applicant quality and increase volume of candidates for mission critical occupations, hard to fill positions or site locations while factoring in market forces, workforce planning and diversity initiatives.
• Establishes relationships with candidates through social networking, technology user groups, professional organization and industry relationships, internal and external referrals, job fairs, and other means.

• Develop civilian personnel policies for the Cyber Excepted Service to include interpretations involving highly complex and precedent setting HR situations.
• Analyze significant civilian personnel policy and program issues/problems and develops recommended solutions and courses of action for resolution.
• Develop and issue Cyber Excepted Service guidance in the form of policy, supplemental guidance, training, advisories, and program objectives based on typical and unique or specialized situations.
• Serve on Army and DoD level work groups to analyze and resolve common civilian personnel workforce matters.
• Compile responses to proposed legislation, policies, and standards of high headquarters, including the Office of Management and Budget, Office of Personnel Management (as required), and DoD.
• Prepare and present briefings to senior level officials at the GO/SES level.

WHAT YOU'LL BE DOING DAY TO DAY

As a Supervisory Human Resources Specialist, you will use your knowledge of and experience with the Assistant Secretary for Administration to optimize business results and customer experience by:

Providing administrative and technical supervision necessary for accomplishing the work of the HHS Wellness and Resilience Program (WRP). Planning, organizing, and directing day-to-day (WRP) activities. Providing supervision to the full range of WRP services. Performing human resource management functions relative to the staff supervised. Establishing guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.

Providing informal feedback and periodically evaluates employee performance. Resolving informal complaints and grievances. Developing work improvement plans, recommending personnel actions as necessary. Providing advice and counsel to employees related to work and administrative matters.

Exercising delegated supervisory authority to plan work to be accomplished by subordinates, set and adjust short-term priorities, and preparing schedules for completion of work; assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; interviewing candidates for positions in the unit; recommending appointment, promotion, or reassignment to such positions; receiving and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.

Formulating departmental level policy and provides overall direction and guidance on Workplace Flexibilities, OWCP, Special Leave program matters. Interpreting policies, regulations, and legislation related to employee Wellness programs.

As a Human Resources Specialist (Pathways Program Manager), you will:

• Provides guidance to management officials regarding full range of recruitment initiatives, programs requirements to hire, promote and assure the effective placement/conversion of PMF/Pathways Program participants at the appropriate time.
• Provides a diversity of management consultant solutions concerning HR products and services.
• Partners with executives, clients/customers, and private industry resources in assessing, analyzing, and proposing change initiatives, conducting organizational needs and readiness assessments, and the development of broad HR strategic business processes and goals for change.
• Develops agency-level HR statistical and narrative reports, briefing packages, and responses to agency, DOT level and/or Congressional inquiries and correspondence involving complex HR issues.
• Reviews and analyzes recruitment requirements; makes recommendations on the number of new participants for the ensuing budget and develops hiring projections and a staffing plan based on long-range and short-term goals.

The ideal candidate is a self-reliant skilled professional with experience applying advanced recruitment and hiring strategies for students and recent graduates. The candidate will also possess experience with federal recruitment concepts, principles, laws and regulations, and analytical skills in order to serve as a key advisor to the Department’s leadership regarding planning, coordinating and developing strategic hiring events and improving student programs for the organization.
