Our client, a Singaporean based company in Engineering company looking for HR Manager (Compensation & Benefits) to join the team.

Responsibilities:

• Assist to develop plan to deploy organisation's workforce to maximise productivity in pursuit of organisational vision, mission, strategy and plans in consultation with stakeholders
• Collaborate with line managers to project future skills demand and supply
• Liaise with employees to evaluate effectiveness of organisation development and change interventions
• Support senior management to review organisation development and change interventions
• Recommend sourcing channels to source the right candidates in line with business needs
• Prioritize critical open positions to be filled in consultation with line managers
• Advise hiring managers on the principles of fair and unbiased employment selection practices
• Provide advice to business leaders and managers to position the organisation as an employer of choice to secure candidates
• Guide onboarding managers to enhance effectiveness of orientation, induction and assimilation programmes
• Define learning and development needs based on business and staff capability needs
• Guide employees to refer to career development policy, framework and programmes for career progression in the organisation
• Guide line managers in their understanding and usage of performance management policy, framework and processes
• Guide line managers to cascade key performance indicators and performance goals to employees aligned to business requirements
• Support talent review sessions with line managers to identify and manage high-performing individuals for mission-critical roles within the organisation
• Guide senior management to implement succession plans to identify and groom individuals to take over leadership roles within the organisation
• Guide line managers in usage of compensation strategies and programmes to attract, motivate and retain workforce
• Provide support to senior management in rolling-out employee engagement activities to motivate employees to deliver superior performance in fulfilling organisational requirements
• Manage labour relations to achieve work harmony and progress towards organisational goals

Requirements:

• Diploma or Degree in Human Resources Management
• At least a 5 years of relevant experience in HR Management
• Strong in HR analytics, policy documentation and understanding of HR regulations.
• Able to engage stakeholders, gather feedback, and collaborate on solutions effectively.

KEY ACCOUNTABILITIES

• Efficient and effective execution of the payroll administration that includes:

1. Timely and accurate payroll processing including contributions to all relevant group and legislative payments/deductions.
2. Staff cost reporting to Finance and statutory reporting to external parties (surveys and regulators).
3. Prepare tax filing, tax forms and claims for NS claims, family support schemes.

• Manage the exit process relating to preparation of final remuneration, letters, and other exits follow-up.
• Efficient and effective execution of the benefits administration that includes:

1. Leaves, medical, insurance, pension, shares plans and other flexi benefits/wellness schemes.
2. Participate in annual staff insurance reviews and renewal.

• Backup for payroll and benefits for HR Hubs (US and EU)
• Validate inter-company recharges, invoices and reimbursements relating to payroll and benefits.
• Document and regularly update the relevant process flows and standard operating procedures.
• Continuously review the workflows and process, to ensure compliance to internal controls standards and meet legislative requirement.
• Support all audits on payroll and benefits, to achieve satisfactory audit results.
• Manage the day-to-day relationship with key payroll and benefits vendors.
• Active participation in HR projects as identified and assigned.

EXPERIENCE / QUALIFICATIONS

• The candidate should have a minimum of 5 years relevant experience in managing end to end payroll and benefits administration, preferably in Financial Institutions or global/regional institutions.
• Tertiary education in business, IT or HR disciplines
• Knowledgeable in HR related regulations – Employment Act, CPF, Income Tax, Government claims etc.
• Process oriented, enjoy reviewing current operating process and develop new way of working that drives improvement and efficiencies.
• Meticulous and strong ability to multi-task.
• Strong communication skills with the ability to manage employee queries of all levels.

The HR Executive will assist the HR Manager in providing the full spectrum of human resources work and to ensure the smooth and timely delivery of the various human resource operations and HR projects.

Job Responsibilities:

*Assist the HR Manager in managing the daily operations of the HR department, systems and processes, engaging all stakeholders, providing timely and efficient services.

*Sourcing, recruitment and selection of staff to meet the organization manpower needs.

*Maintain staff P-file and records in the HRIS to ensure that it is updated and current.

*Conduct staff orientation, handling onboarding, staff movements and offboarding of staff.

*Administer staff compensation and benefits to ensure that it is accurate and updated.

*Participates in the implementation of HR projects, review and improve current processes.

*Provide support in the annual performance appraisal and compensation exercises.

*Provide support in the manpower planning and budgeting, training and development of staff

*Drive company events and engagement initiatives including feedback and staff bonding events.

Job Requirements:

*Degree in Human Resources, Business or related disciplines.

*At least 5 years of HR experiences.

*Good knowledge of Singapore labour laws and legislations.

*A team player with good communication and interpersonal skills.

*Meticulous, organized and able to maintain confidentiality of information.

*Good working attitude and self-driven.

*Flexible work arrangement or hybrid work arrangement.
