Primary Purpose of the Role:
The PDA is responsible for Solution Compliance for a Bid, Project or Product Development phase (as a Project).
Key Interactions:
The Project Design Authority (PDA) is responsible to the Training and Simulation Design Authority & Programme Manager/Director. They support the Solution Architect &, the Solution Engineering Manager, through key interaction with the Customer and End User, to ensure the respective Training and Simulations solution is for the fit-for-purpose.
Key Responsibilities:
The PDA ensures that the technical solution is feasible, competitive and meets customer expectations or product requirements, in terms of cost, innovation, performance, schedule, etc.
Acts as the primary technical leader of the bid or project team. Acts as lead technical interface with the Customer.
Monitor, review, advise and assist with technical issues across the programme.
Ensures the solution compliance with product polices and requirements, as well as applicable legislation & regulations (i.e. Cybersecurity, export restrictions, Environmental/HSE, safety..)
Checks that the Engineering Environment (process, practices and tools) for the Solution is consistent with Country/Company requirements, and overall Solution cost, technical risks & schedule.
Reviews together with the SEM (System Engineering Manager) the technical risks and opportunities and the related mitigation plans throughout the bid or project.
Prepares the DVa and submits it to the Design Authority (DA) approval.
Approves the main bid/project engineering reviews and deliverables.
Organises when appropriate technical meetings and peer reviews together with the Architect (ARC), Subject Matter Experts (SME) and the SEM and other stakeholders (industry, services, specialists.), in order to perform the solution technical assessment and validation.
Essential Skills & Experience:
Minimum 5+ years of experience in a PDA or an equivalent customer facing technical role.
Broad knowledge of systems engineering especially in regards to understanding of Requirements Engineering & Management
Understanding of the various system lifecycles.
Experience of formal verification, validation and acceptance activities
Good technical writing skills, excellent communication and analytical skills; excellent command of the English language, both written and oral
An effective team player who can interface at all levels across the organisation. Able to operate successfully in a multi-cultural environment, working effectively with teams distributed across different sites/countries.
Able to accurately estimate and produce project and technical plans / specifications (cost/time)
Self-starter, must be able to perform job responsibilities with minimal direction
Excellent stakeholder management skills both internal and external to the business due to the nature and complexity of the programme
Attention to detail, inquisitive and rigorous reviewing skills
Ability to analyse and combine data from various sources and to comment / report on them
Able to generate or initiate innovative solutions to complex problems

Title:
Project Manager, Instructional Systems DesignKBR is seeking a Project Manager for Instructional Systems Design (ISD) work supporting a government client in Orlando, FL. You will lead a team supporting analysis, curriculum design, and courseware development for trainers and simulators for surface vessels such as Littoral Combat Ships (LCS) and Frigates, equipment which interfaces with surface vessels, multi-platform systems, and potentially other Department of Defense (DoD) platforms or weapon systems. Your team will be part of and coordinate with a broader team which provides engineering, logistics management, and ISD support to DoD organizations developing trainers and simulators for military aircraft, unmanned aerial vehicles, naval surface vessels, and unmanned/semi-autonomous watercraft.
Role and Responsibilities:
Visits to the government client facilities in Orlando, FL may be required multiple times per month.
Travel to various client sites is expected approximately 8 times per year.
Most duties may be performed remotely, but occasional in-person meetings with government clients and the team will be encouraged to strengthen relationships.
Specific responsibilities will include, but are not limited to:
Lead a team of Instructional Systems Designers directly reporting to you.
Supervise, train, mentor, listen to, and support your team.
As new requirements emerge, hire new talent to satisfy those needs (job posting, interviewing, onboarding…).
Communicate with clients and other stakeholders about their requirements and your team’s progress toward meeting their objectives.
Manage cost, schedule, and performance of projects. Set milestones. Review technical progress and budgets.
Report progress to clients and KBR upper management.
Ensure completion of necessary functions to comply with contract requirements (deliverable formats, reports…).
Identify and develop opportunities for new business, either with existing clients or adjacent organizations.
Communicate client feedback to other managers and colleagues within KBR.
Basic Qualifications:
Bachelor’s degree in a related discipline such as instructional design, educational technology, or business
At least 10 years of Instructional Systems Design experience
Proficiency with military standards and processes related to training systems and curriculum development such as MIL-PRF-29612 and NAVEDTRA guidance
Eligibility for a DoD Secret Security Clearance
Comfort managing a diverse team that includes local and remote personnel
Strong oral and written communication skills
Ability to work and communicate well in a virtual/ remote environment
Preferred Skills and Qualifications:
Advanced degree such as MBA, Master of Instructional Design, or Master of Education
Project Management Professional (PMP) certification from the Project Management Institute (PMI)
Proximity to Orlando, FL to enable collaboration via face-to-face meetings with government clients
Navy experience, ideally with surface platforms
Familiarity with simulators or other training systems

The salary range for this role is $249,600.00 to $386,900.00 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
